<br />program EIR and not a project EIR, which is why the EIR doesn't address the railroad issues at <br />r this point. <br /> <br />Commissioner Sullivan advised that he agrees with Commissioner Roberts that he felt issues that <br />he brought up when reviewing the Draft EIR have been addressed. He stated that he feels the <br />Planning Commission will need to base its decision regarding Rose A venue on data that they <br />have not seen. He asked if there will be project specific studies done prior to Rose A venue being <br />extended. Mr. Rasmussen advised that the project would require CEQA review. <br /> <br />Commissioner Roberts moved to recommend that the City Council certify that the Final <br />EIR (Draft EIR and Response to Comments) is complete and adequate for the project and <br />that the Commission has read and considered the information contained in the Final EIR. <br />Commissioner Arkin seconded the motion. <br /> <br />Commissioner Arkin stated that he has not heard any comments from the community this <br />evening that the EIR is inadequate. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Arkin, Harvey, Maas, Roberts, and Sullivan <br />None <br />Commissioner Kameny <br />None <br /> <br />r- <br /> <br />Resolution No. PC-2002-02 was entered and adopted as motioned. <br /> <br />The Planning Commission agreed to discuss the Specific Plan-related provisions on which staff <br />has requested "straw votes." <br /> <br />Second Floor Residential Option for Office Areas <br />There was consensus to accept staff's recommended modification. <br /> <br />325 Ray Street Land Use <br /> <br />Discussion: <br /> <br />Commissioner Arkin voiced support for staff's recommendation. <br /> <br />Commissioner Roberts stated she would like to include the language "and above-ground-floor <br />multi-family housing" which is included for the "Office" designation. She stated that the <br />problem she has with the office use is that it does not open up the Arroyo for public use. She <br />noted that there needs to be a buffer or some kind of protection for the Walnut residents.
