<br />Rory MacNeil, Alameda County Public Works, 388 Elmhurst Street, Hayward, noted that <br />r because the transportation corridor is no longer viable for transportation, the State of California <br />has determined that the County must sell that property to recover the taxpayers' money that was <br />spent for that property when it was purchased. Mr. MacNeil noted that the Director of Public <br />Works for Alameda County was concerned that the letter that was presented at the September 26 <br />meeting was not included in the packet for this evening. He presented the letter, which requests <br />that the General Plan and related EIR show the land uses for the County's property to be the <br />same as adjoining properties, or at a minimum, the zoning at the time the property was purchased <br />from Southern Pacific. He reported that the price that Alameda County paid for this property <br />was based on the zoning that was included in the appraisal report and that the property was <br />zoned for commercial purposes. <br /> <br />Mr. Iserson advised that while the land may have been purchased based on a commercial rate, for <br />years the designation on the City's General Plan for this property has been transportation <br />corridor, and the General Plan takes precedence. Mr. Rasmussen advised that the letter referred <br />to by Mr. MacNeil was included in the "Response to Comments" document as part of the final <br />ErR, and there is a response to the letter which Mr. MacNeil should be receiving shortly. <br /> <br />r- <br /> <br />Robert Cortez, 262, 269, 238, and 236 West Angela Street, advised that he is one of the property <br />owners whose property is being recommended to be downzoned. He stated that with regard to <br />the issue of pollution, he would like to see the City take carbon monoxide testing at the First <br />Street intersections at peak commute times. He noted that minutes have been prepared for the <br />Downtown Specific Plan Committee meeting, but he does not see where they have been <br />approved. He noted that Mr. Hoge had submitted a report on the adequacy of the EIR, but that <br />this is not included in the minutes. Mr. Cordtz submitted a copy ofMr. Hoge's letter. Mr. <br />Cordtz commented on the condemnation of property to allow Peters Street to be extended. He <br />asked that the Planning Commission vote unanimously to maintain high density zoning. <br /> <br />Jack Dove, 5250 Case A venue, stated that he serves on the Park Advisory Committee for East <br />Bay Regional Park District and is interested in trails, particularly the Iron Horse trail. He asked <br />that when parking is discussed for the transportation corridor right-of-way that consideration be <br />given to providing sufficient space for the trail. He commented that the extension of the railroad <br />exacerbates the entire matter and he has concerns about its impact on Ridgeview Commons and <br />parking impacts on the Senior Center. He noted that it makes more sense to stop the railroad at <br />Junipero, due to the extension of Valley Avenue to Junipero, the proposed assisted living facility <br />adjacent to the Senior Center, the weekend functions at the Senior Center, and the five-acres that <br />the City expects to get from the Bernal Property which could be in this vicinity. <br /> <br />Richard Engebretson, 4583 Second Street, stated for about the last ten years a couple of special <br />interest groups have been working on bringing a train into Pleasanton, and he is asking that the <br />Planning Commission put an end to these special interest groups and that costs they incur. He <br />cited issues related to safety for the seniors that live at Ridgeview Commons, the pollution the <br />train will create, the impacts that the train in Downtown will have on the goals set for <br />Downtown, and the costs associated with traffic mitigation.
