<br />Commissioner Sullivan asked about the status of the east side study. Ms. Seto advised that when <br />r"' the City Council reviewed it priorities, the east side study remained on the priority list, but was <br />placed in the third category. <br /> <br />Commissioner Sullivan stated that he has no problem with the project, and that he feels the <br />applicant and developer have done a great job making it an attractive development. He further <br />stated that he is glad they are installing the photovoltaic panels. He noted that in reviewing the <br />exhibit that staff has prepared, he can see all kinds of possibilities for this area which may be lost <br />if an east side study is not done. He advised that he sees an opportunity for some kind of a <br />transit-oriented village or development. He stated that he hates to see the City giving away <br />opportunities to do good things that might be done some day. Commissioner Sullivan advised <br />that he does not see the constraints presented by staff as those that are impossible to overcome. <br />He recommended that the Planning Commission ask the City Council to reconsider conducting <br />an east side study. He noted that while the project is not a bad project, he will not support it <br />because he feels it is shortsighted not to look at this area in more detail and in the long-term. <br /> <br />r- <br /> <br />Commissioner Roberts stated that she cannot imagine light rail going past anyone's house <br />without a major fight. She noted that she believes that the Iron Horse Trail as it proceeds <br />through Pleasanton to the north has been conceived to be for pedestrian, bicycle, and equestrian <br />use. She stated that she agrees the planning for this area has been piecemeal, but an east side <br />study is not forthcoming. She noted that she believes the traffic constraints on this property <br />allow for nothing or something like a self-storage facility. She advised that she is in favor of the <br />project, noting that it is an improvement for that corner. She reported that she feels the one-foot <br />setback that is proposed along the Kiewit property is probably the best. <br /> <br />Commissioner Arkin stated that he feels the project in isolation is great and is beautifully <br />designed. He noted that he is frustrated that this part oftown seems to be the stepchild of the <br />City from a planning perspective. He commented that he feels using the proposed site for the <br />self-storage facility does not eliminate the possibility for a transit village, as there is still the <br />Kiewit site and the Kaiser Sand and Gravel site. He noted that he wished that there was a better <br />plan for the area and a better coordination for the development ofthis area, but given the <br />dimension of the site, in the short term it is an improvement to the site, and he will support the <br />project. <br /> <br />Commissioner Roberts moved to recommend approval of the draft Negative Declaration; <br />make the PUD development plan findings; and recommend approval of Case PUD-15, <br />subject to the draft conditions of approval stated in Exhibit "B."
