<br />Chairperson Maas commented that if she lived at 646 Mavis Court she would not want her view <br />r to be obstructed by the landscaping. PUD-15, Bay Area Self-Storae;e/Michael Walsh <br />Application for PUD rezoning and Development Plan approval to allow the construction <br />of an approximately 139,928-square-foot self-storage facility, including a 2,700-square- <br />foot manager's apartment/office, on a 6.89-acre portion of an 8.46-acre site located at <br />3100 Valley Avenue on the northwest quadrant of Valley Avenue and the Union Pacific <br />Railroad right-of-way. Zoning for the property is PUD (Planned Unit Development)- <br />I (Industrial) District. The Planning Commission will also consider the negative <br />declaration prepared for the project. <br /> <br />-' <br /> <br />Heidi Kline presented the staff report, providing an overview of the additional information and <br />analysis prepared as a result ofthe Planning Commission's requests made at the October 10 <br />meeting. She commented on the potential use of the site for affordable housing, the status of the <br />transportation corridor, the proposed trail, the setback from the rear property line, and the <br />installation of photovoltaic panels. She also discussed other design and operation issues raised at <br />the October 10 meeting. <br /> <br />In response to an inquiry from Commissioner Roberts, Ms. Kline described the proposed <br />configuration for the Iron Horse Trail. Commissioner Sullivan asked for information regarding <br />the physical constraints for using the corridor for light rail. Ms. Kline referenced the information <br />discussed in the staff report. Discussion ensued regarding these issues. <br /> <br />Commissioner Sullivan asked if the Energy Commission's 50% rebate was considered in <br />determining the costs of installing photovoltaic panels. Ms. Kline advised that all rebates were <br />considered. <br /> <br />Commissioner Arkin commended staff for the "Big Picture" exhibit, noting that it is exactly <br />what he wanted. He commented that there are three existing self-storage facilities in this area <br />and questioned if there is a standard for the need for self-storage space.
