PUD-87-22-1M1PCUP-39, The Church of Jesus Christ of Latter-Day Saints' <br />Application for a major modification to an approved Planned Unit Development (PUD) <br />and for a conditional use permit to change the land use of approximately 1.97 acres of <br />vacant land behind an existing church located at 3574 Vineyard Avenue from six single- <br />family residential lots to a private park to be used for outdoor church-related events. The <br />zoning for the property would be changed from the PUD-MDRIP and I (Planned Unit <br />Development-Medium Density Residential/Public and Institutional) District to the PUD- <br />P and I (Planned Unit Development-Public and Institutional) District. The Planning <br />Commission will also consider the Negative Declaration prepared for the project. <br /> <br />r- <br /> <br />Assistant Planner Eric Kishi presented the staff report, providing background information <br />regarding the approvals for the site and the proposed application. He commented on the site <br />improvements, park use, parking requirements, and landscaping. He referred to staff's memo <br />dated November 15,2001, which describes the neighbors' concerns about new trees that would <br />grow and obstruct their views. He advised that the memo includes a condition of approval that <br />addresses this concern. He noted that staffis recommending approval of the revised landscaping <br />without any height limit. <br /> <br />In response to an inquiry from Commissioner Arkin regarding the existing PUD, Mr. Kishi <br />advised that the PUD would allow 8,500-square-foot lots with a floor area ratio of 40%, and a <br />30-foot height restriction. Mr. Kishi also advised that zoning permits single-family homes that <br />would be required to go through the design review process. Discussion ensued regarding the <br />process that would need to be followed to develop this property as a residential development and <br />the potential number of units that could be built on this site. <br /> <br />In response to an inquiry from Chairperson Maas, Mr. Kishi advised that two of the neighbors <br />are supporting the additional condition as written in the memo, and Mr. Fernandez would like all <br />landscaping on the western two-thirds of the site, including the three oak trees, to abide by the <br />height limit. <br /> <br />Chairperson Maas questioned the location of the pavilion, since there is not going to be any <br />organized play. Mr. Kishi advised that the proposed uses for the park includes events such as <br />wedding receptions and this placement will allow an open area for this type off unction.
