they can take it to the staff Traffic Committee. Mr. Grubstick provided information regarding
,...... the alternatives to the use of rubberized asphalt. Discussion ensued regarding this topic.

Jeff Brenner, 6379 Arlington Drive, stated that he works for Applied Biosystems and also lives
in the neighborhood. He advised that in looking at the color palette and the elevations he feels
that as a neighbor the distance of the three-story buildings from Sunol Blvd. will not appear as a
big monstrosity, even with the mechanical equipment screening. He stated that he does not feel
the color palette should be darker. He advised that his concerns are related to the road and dust.
He stated that he feels it is an excellent project. He noted that he had prior concerns about the
traffic as a result of a potential 6,000 employees, but given the type of company Applied
Biosystems is, he no longer has those concerns.

Terry Thompson, 5769 San Carlos Way, advised that he can see the site from his back deck. He
stated that he understands the need for higher ceilings. He stated that he feels that overall the
project is excellent. He stated that he is concerned about the dust, but he does not feel that the
height of the buildings will make a difference given the location on the property.

Mr. Sage clarified that the pavilion was presented purely in a workshop format, and obviously it
has been removed. He advised that they are very sensitive to wildlife on the site and there are
numerous conditions with which they must comply with respect to undertaking surveys of
endangered and special species of animals prior to commencing any work. He noted that prior to
and during the demolition they had completed many surveys. He stated that with respect to the
Arlington signal, he recognizes the traffic impacts, and they have been working with the City and
Pulte Homes so that it will be less disruptive to the community and residents travelling Sunol.
Mr. Sage advised that they will be willing to establish a hotline during construction so that
residents can call with concerns so that they can be addressed. He reported that the location of
the bus stop is a subject of on-going discussion with the Public Works Department and they will
work with the City and agencies to be certain that it is placed appropriately. He further reported
that they are anxious to pursue incorporating the public art requirement for the project into the
public bus stop.

Mr. Sage advised that they have attempted to mitigate concerns related to the height. He noted
that he is hopeful that the project will be approved by the Planning Commission with the
increased height modification and that the modification go forward to the City Council, and
should it not be approved at a subsequent City Council meeting, then they will recognize that the
total height of the buildings will be limited by what the PUD states. He advised ifthe building
height increase is not approved, it presents them with some real challenges with respect to the
concept of the flexibility of use for one floor of each three-story building that has been designed
for the long-term use. Mr. Sage described the proposal for the security kiosks/gates.

Commissioner Harvey asked what would trigger the construction of Phase II. Mr. Sage advised
that the second phase would not occur until the first phase was fully completed and occupied.
He noted that there could be some period of years between the phases. He noted that this is an
expansion site and Applied Biosystems will continue to have a site in Foster City.

PLANNING COMMISSION MINUTES

October 24,2001

Page 9
