,-. Chairperson Maas asked if the extra energy the photovoltaics provided would be available for the
City's use. Mr. Walsh replied that the photovoltaics planned for the manager's residence and
office would provide only enough energy for the building. However, should the storage facility
roofs eventually carry photovoltaics, the energy generated could be leased out or sold onto the
grid.

Commissioner Sullivan inquired if the developers would be applying for certification from the
u.s. Green Building Council in connection with the LEED program.

Mr. Walsh replied that they are filling out the questionnaire and designing the materials to try
and comply with the specifications for the project to achieve a certification rating with the LEED
program.

Responding to Commissioner Roberts' question regarding how much of the steep slope would be
taken out, Mr. Gates replied that the shrubs that would be removed to allow grading for the trail
would be replaced by lawn grass. He indicated that only two existing trees at the entrance would
be removed but that the rest of the liquid ambers would be preserved. He added that the liS-mile
long site would be dominated by landscaping using indigenous tree species and evergreens.

;--

Commissioner Harvey asked it would be feasible to put in the trail at a later time as it is not clear
at this point where it would lead. Mr. Gates replied that the trail is not a function of the project
and deferred the question to staff. Chairperson Maas then asked staff if the rest of the trail is part
of the CIP.

Ms. Kline replied that there would be a better chance of making it part of the CIP if the trail were
put in at this time because it would leave only another 200 feet to complete.

Commissioner Kameny stated that the building design was good. He expressed concern about
the visibility driving down Valley A venue towards Stanley Boulevard or coming from Stanley
Boulevard. He also expressed concern with the signage, pointing out that Central Self-Storage
has one of its trucks conveniently parked behind the wrought-iron fence and that he considered
the identification on the truck to be a sign as well. He requested that the signage for Bay Area
Self-Storage come before the Commission.

Commissioner Arkin inquired why an extensive traffic report was done for a project with a
significantly low traffic flow. Ms. Kline replied that the Valley Avenue/Stanley Boulevard!
Bernal A venue intersection is one of two critical intersections in the City and that staff wanted to
make sure that it continues to function as it should with the facility.

Commissioner Arkin inquired if sidewalks next to a busy street are the same as trails. Ms. Kline
replied that the General Plan shows the trails going through the industrial area, and the General
Plan text, which does not provide any details, does not specifically label it as the Iron Horse
Trail. This would default to the City's Trails Master Plan, which shows this as a trail. She added
that the eight-foot wide sidewalk along Stanley Boulevard in front of California Reflections is
considered a trail.

.--

PLANNING COMMISSION MINUTES

October 10,2001

Page 6
