Mr. Iserson advised that the City Council established the Committee <br />to develop the Specific Plan and that there has been a fairly extensive public review of the <br />Specific Plan. Mr. Iserson advised that the Planning Commission would have an opportunity to <br />review the Plan and make recommendations concerning the Plan to the City Council. <br />Commissioner Arkin requested that the history of how the transportation corridor land was <br />acquired by provided to the Commission. Mr. Iserson advised that this could be included in the <br />staff report for the Specific Plan review. <br /> <br />The Planning Commission recessed for a break at 10:20 p.m. <br /> <br />Chairperson Maas reconvened the meeting at 10:30 p.m. <br /> <br />d. Work Session for PUD-16, Applied Biosystems <br /> <br />I <br /> <br />Steve Otto, Associate Planner, presented the staffreport. He provided an overview of the <br />proposal and information regarding the Kaiser PUD approval. He noted that a neighborhood <br />meeting was held regarding the preliminary plans, and that, generally, the plans were well <br />received by the neighbors. Mr. Otto advised that two neighbors have indicated opposition to the <br />proposed building in the open space area. He provided information regarding tree removal, site <br />access, and Sunol Boulevard improvements. He advised that the 2-l/2-foot building height <br />increase is necessary to accommodate the ductwork and mechanical equipment needed between <br />the floors that is required for the lab work. He noted that one neighbor opposes the increase in <br />building height. He advised that the applicants are trying to reach the silver rating for LEED <br />certification. Mr. Otto reported that staff has identified several issues in the staff report that they <br />would like input on from the Planning Commission. <br /> <br />In response to an inquiry from Commissioner Sullivan, Mr. Otto advised that it is the intent of <br />the applicant to maintain the existing Sycamore Creek to the north. He described the proposal <br />for the creek. <br /> <br />Mr. Otto confirmed that there will be public access from Sunol Boulevard across the northern <br />portion of the property that will connect to the ACTC and up to Case Avenue. He also provided <br />information regarding the existing elevations of the site. Discussion ensued regarding building <br />heights and grading. <br /> <br />In response to an inquiry from Chairperson Maas, Mr. Otto advised that Applied Biosystems is <br />aware that at the time of the Kaiser application for this property the Planning Commission added <br />the potential for payment into the Urban Forestry Fund as possible mitigation. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />Rick Sage, represented the applicant. He presented a power point presentation providing an <br />overview of their business, the design criteria, and major objectives ofthe project. He described <br />the transportation programs that they presently use at their Foster City facility.
