Commissioner Maas commented that senior housing continues to be lumped into affordable
r- housing and there is a need for senior housing for those who have a larger income. She advised
that this is another area that needs to be addressed.

Commissioner Arkin advised that he agrees that there should be some market-rate housing for
seniors. He noted that this type of housing would be appropriate in some of the controversial
areas, because it would not generate a lot a traffic and children.

Discussion ensued regarding the General Plan Housing cap. Commissioner Arkin advised that
he would like to see something included in the Housing Element that states that the City needs to
have a housing and infrastructure balance. Commissioner Roberts advised that this has been
included.

In response to an inquiry from Commissioner Arkin regarding traffic mitigation fees, Mr. Swift
advised that the Housing Element does not normally include requirements for transportation fees,
but there are a lot of cross references in the General Plan to other elements. Commissioner
Roberts noted that the Housing Element is more general and does not address leveling fees.

Discussion ensued regarding the potential for housing development within the Hacienda
Business Park, locating high density housing adjacent to the BART station, and the potential for
redeveloping portions of the park for housing.

7. MATTERS INITIATED BY COMMSSION MEMBERS (continued)

~

Commissioner Maas reported that she will be on the interview panel for golf course operators.

Commissioner Arkin advised that he has been attending meetings related to the proposed
extension of Stoneridge Drive.

f. Commissioner
Roberts seconded the motion.

The motion passed unanimously.

Commissioner Maas nominated Commissioner Kameny for Vice Chairperson.
Commissioner Roberts seconded the motion.

The motion passed unanimously.

,--

PLANNING COMMISSION MINUTES

September 12, 2001

Page 10
