<br />5.a. <br /> <br />Worksession on PUD-81-30-84D, Chamberlin Associates <br />Design review of a two-story office building located at 5075 Hopyard Road in the <br />Hacienda Business Park. <br /> <br />--- <br /> <br />Marion Pavan presented the application, noting that this project was reviewed at a previous <br />Planning Commission workshop during which the Commission provided direction to the <br />applicant as to the type of building it wanted to see on this site. He noted that the consensus of <br />the Commission was that the building replicates the architectural style of the existing Signature <br />Headquarters building, as well as the Taylor building. Mr. Pavan advised that the applicant has <br />provided drawings for this evening's work session, noting that they have been peer-reviewed by <br />Mr. Larry Cannon. He reported that Mr. Cannon has provided comments regarding the proposed <br />design. Mr. Pavan advised that staff has included in the memorandum to the Commission <br />suggested questions for the Planning Commission's consideration during the evaluation of this <br />project. <br /> <br />Mr. Pavan provided information regarding Mr. Cannon's comments related to the design and <br />orientation of the tower element and pedestrian linkage to Hopyard Road, noting the impacts on <br />parking spaces and the existing berm. He advised that this would require review and input from <br />Mr. James Paxson of the Hacienda Owners' Association, as the berm was meant to function as <br />screening for the parking areas. Mr. Pavan also provided information regarding the ramifications <br />of removing some of the parking area and the impacts on the floor area ratio for the site. <br /> <br />--- <br /> <br />Mr. Pavan advised that staffis recommending that the Planning Commission review all of the <br />pertinent information, take testimony from Mr. Cannon, the applicant, and other interested <br />parties, and provide direction to staff and the applicant with respect to the proposal. <br /> <br />In response to an inquiry from Commissioner Roberts, Mr. Pavan explained that a pedestrian <br />linkage between Hopyard Road and the entrance ofthe building would require the removal of <br />some parking stalls. He advised that the proposal currently meets the minimum office standard <br />established by the business park for parking, and that a reduction in parking would require <br />removal of floor area from the building. In response to a question from Commissioner Harvey, <br />Mr. Pavan advised that the Planning Commission could direct staff to look at ways to recapture <br />parking spaces. <br /> <br />Chairperson Sullivan opened the work session for comments from the applicant. <br /> <br />Scott Graeser, 5880 W. Las Positas Blvd., represented Chamberlin Associates. Mr. Graeser <br />advised that the applicant would like feedback from the Planning Commission regarding Mr. <br />Cannon's comments, as well as feedback on the design of the building. He reported that with <br />this design the building still meets the certified level of the green building rating system. He also <br />reported that the building roof structure is being designed to be solar-ready. <br /> <br />Mr. Graeser advised that they do not have a problem with incorporating many ofMr. Cannon's <br />comments into the design. Mr. Graeser distributed a list of the seven items related to the design <br />on which they would like feedback. He described the development of the design and gave an <br />overview of the design elements, building materials, and colors.
