<br />Commissioner Arkin questioned whether there was any reason not to put the individual property <br />r- lines for Lots 1-5 at the top of the hill. Mr. Swift advised that the applicant wants to place the <br />property line fences on the down slope so that views from the yards would not be through the <br />fences. <br /> <br />Commissioner Arkin referenced the Specific Plan which states that an Open Space Management <br />Plan shall be submitted at the time ofthe PUD application. Mr. Swift advised that a condition of <br />approval requires that the Plan be submitted with the tentative map. <br /> <br />Discussion ensued regarding the language in the Specific Plan that addresses well water uses. <br />Mr. Swift advised that staffhas interpreted the language to mean that non-potable uses are <br />permitted. <br /> <br />THE PUBLIC HEARING WAS OPENED <br /> <br />COMMENTS FROM THE APPLICANT <br /> <br />Trece Herder, Centex Homes, stated that the applicant agrees with staffs recommendations. She <br />noted that they have complied with the majority of staffs concerns and the Planning <br />Commission recommendations. She presented a streetscape plan which depicts the houses, <br />landscaping, roof and house colors, and architectural styles, noting that the plan shows about a <br />five-year growth of the landscaping. <br /> <br />r- <br /> <br />Ms. Herder referred to staffs recommendation to lower the graded bench for Lots 1-10, noting <br />the potential cost that would be involved. She commented on the benefits presented in the staff <br />report. <br /> <br />Steve Perkins, Perkins Design Associates, presented typical site cross-sections and a residential <br />lot tree plan. Mr. Perkins noted that all fences will be open-wire. <br /> <br />Ms. Herder referred to page 9 of the Conditions of Approval. She advised that Mr. Berlogar has <br />contacted Mr. Roberts, the neighbor who would be most impacted by the caretaker unit, and that <br />he is in agreement with the construction of the caretaker unit, and Mr. Berlogar would like the <br />condition modified to allow the design review to be completed at the staff level. In response to <br />an inquiry from Commissioner Arkin, Ms. Herder advised that the unit would be about 2,000 <br />square feet. <br /> <br />In response to an inquiry from Commissioner Harvey, Ms. Herder advised that there is the <br />potential for a second "J-ditch" to provide drainage for the homeowners association area. She <br />further advised that the irrigation for the homeowners association area would be short-term. <br /> <br />Ms. Herder reported that the applicant has committed to the Davis Group program. She advised <br />that they will be working on a design strategy to see how this program can be applied.
