2. City Diversion and Recycling <br />Tracking Study Scope of Work <br />In this section we provide our proposed work plan to provide assistance with a <br />refuse and recycling study for the City of Pleasanton. This work plan is based on your <br />Scope of Work outlined in the RFP. This section is organized as follows: <br />A. Project Approach <br />Q. Project Timeline. <br />A. Project Approach <br />Backgrou <br />Located in Alameda County, the City of Pleasanton (City) has a population of 69,400 <br />and is home to 1,954 businesses. Pleasanton Garbage Service (PGS) has been providing <br />refuse collection services to the City since 1968; and has held an exclusive franchise <br />agreement with the City since 1989. The franchise agreement runs through June 20, 2019. <br />In 1996, the City began its green waste program. In 2004, the City increased the frequency <br />of green waste collection service from biweekly to weekly. In 2004, the City added food <br />scraps recycling to the green waste program (collectively now an organics program). <br />Waste Flows <br />PGS collects City refuse using a combination of automated and semi- automated <br />refuse trucks. PGS brings refuse to the Pleasanton Transfer Station. There, refuse is <br />consolidated in transfer trailers and taken to Vasco Road Landfill for disposal. PGS <br />takes City plant debris, food scraps, and food - soiled paper to the Pleasanton Transfer <br />Station, consolidates the material, and then transfers it to the Newby Island Landfill. <br />Pleasanton Transfer Station <br />The Pleasanton Transfer Station is owned and operated b PGS. The Pleasanton <br />Transfer Station began operation in 1976. The transfer station is located on Busch Road. <br />The transfer station has a design capacity of 720 tons per day. In 2007, the transfer <br />station received 102,621 tons for disposal (394 tons per day). About 160 vehicle -loads are <br />delivered to the station daily and about 125 self -haul loads arrive on Saturday and Sunday. <br />In addition to waste collected by PGS in the City, the Pleasanton Transfer Station <br />accepts waste collected by PGS in unincorporated Alameda County areas of Sunol and <br />Castlewood. PGS also accepts waste from the general public, and from residents and <br />businesses from neighboring jurisdictions. <br />' Pleasanton Garbage Service, Inc. was incorporated in 1968 in California. <br />
