THE CITY OF <br /> .s. n <br /> f)L£ASANTONC CITY COUNCIL AGENDA REPORT <br /> December 7, 2010 <br /> City Manager <br /> TITLE: APPROVAL OF PROFESSIONAL SERVICE AGREEMENTS WITH <br /> SLOAN VAZQUEZ, LLC AND THE NEWPOINT GROUP FOR <br /> REFUSE AND RECYCLING STUDIES APPROVED AS PART OF <br /> THE PLEASANTON GARBAGE SERVICES APRIL 2009 RATE <br /> ADJUSTMENT <br /> SUMMARY <br /> The City Council approved a Pleasanton Garbage Service (PGS) refuse and <br /> recycling collection rate adjustment and authorized enhanced recycling services <br /> in April 2009. As part of this action, PGS agreed to participate in an independent <br /> operational /efficiency study to identity cost cutting measures and to review <br /> operating practices, methods and costs. The City intends to use the study to help <br /> analyze operating costs for the next collection and recycling rate review. As an <br /> outcome of the consultant selection process, staff determined that it is beneficial <br /> to separate the study into two areas with one dealing with operational efficiencies <br /> (operational efficiency study) and the other dealing with recycling tracking <br /> methods (City diversion and recycling /tracking study). Based on proposals <br /> received, staff is recommending two separate consulting firms to complete the <br /> studies. While using a single consultant would streamline staff work, the <br /> recommended arrangement will save money and assure that the most qualified <br /> firms are assigned to each of the two tasks. <br /> RECOMMENDATION <br /> 1. Approve a Professional Services Agreement with Sloan Vazquez, LLC on a <br /> time and material basis for a not to exceed fee amount of $59,380 to <br /> complete an operational efficiency study for PGS's Pleasanton franchised <br /> refuse and recycling collection operations (Attachment A); and <br /> 2. Approve a Professional Services Agreement with NewPoint Group on a time <br /> and material basis for a not to exceed fee amount of $29,940 to complete a <br /> City diversion/ recycling tracking study. <br /> FINANCIAL STATEMENT <br /> As part of the refuse and recycling rate adjustment, PGS agreed to include the <br /> cost of the study as an operational cost. The cost of the City diversion and <br /> recycling /tracking study will be paid for with City Measure D funding. As a result, <br /> no General Fund money will be used to complete the studies. <br /> Page 1 of 3 <br />
