RECOMMENDATION <br /> 1. Find that the proposed amendment to the zoning to adopt certain core <br /> standards for residential development is consistent with the General Plan; <br /> 2. Introduce the attached draft ordinance (Attachment 1) approving Case PRZ- <br /> 58, adopting certain core development standards for residential development <br /> of the three subject sites. <br /> FINANCIAL STATEMENT <br /> The City Council's action will have no financial impact. Any future development will pay <br /> all required building permit and development fees, and will pay property taxes. <br /> ENVIRONMENTAL DOCUMENTATION <br /> On October 20, 2009, at the time the City Council was considering the previous <br /> rezoning for these sites, it also approved a Negative Declaration, dated August 31, <br /> 2009, which determined that the project impacts, as they were known at the time, were <br /> less than significant. Because the environmental setting has not changed since August <br /> 2009, and adopting the proposed core standards would not substantially change the <br /> nature of the contemplated development, staff believes no additional environmental <br /> analysis is required for this project. <br /> PUBLIC NOTICE <br /> Public hearing notices were sent to all property owners and tenants in the Hacienda <br /> Business Park, and was published in The Valley Times.
