Chapter 20.32 Dangerous Buildings Code previously referenced the Uniform Code for <br /> the Abatement of Dangerous Buildings, which was published by the International <br /> Conference of Building Officials until 1997. That organization consolidated with the two <br /> other national code making bodies to form the International Code Council in 2000, and <br /> that document is no longer updated or published. We have used the 1997 document as <br /> a template to create our own chapter rather than continue to reference an older <br /> document. <br /> Chapter 20.34 Sign Code is being deleted. It referenced the Uniform Sign Code, last <br /> published in 1997. It is no longer necessary to reference the Uniform Sign Code <br /> because of our adoption of Appendix H (Signs) of the 2010 California Building Code, and <br /> it is unnecessary to maintain this as a separate Chapter in the Municipal Code. <br /> Chapter 20.40 Swimming Pools is being deleted. This Chapter was originally developed <br /> by the City of Pleasanton before the building code or the State of California had <br /> regulations for the construction of pools, and is now outdated. The administrative <br /> provisions are covered in Chapter 20.04, pool or spa construction is regulated by <br /> Chapter 20.55, and noise regulations for pool equipment are located in 9.04.030 and <br /> 9.04.070. The pool barrier /fence requirements in our existing ordinance are different <br /> from those mandated in the building code and as mandated in the California Health & <br /> Safety Code 18942 and AB3305 (1996), which has caused confusion with staff and in <br /> the building community. We have amended the Building Code Chapter 3109 and the <br /> Residential Code Appendix Chapter G to be consistent with the Health & Safety Code <br /> regulations, and it is unnecessary to maintain this as a separate Chapter in the Municipal <br /> Code. The elimination of this chapter will not diminish pool safety in any way. <br /> Chapter 20.52 and 20.60 are being deleted. The Uniform Code for Building <br /> Conservation was last published in 1997, and was replaced by the International Existing <br /> Building Code in 2000. We have never had a project submitted under either Code, but if <br /> requested, still retain the ability to do so under 20.04.015 Section 105A Alternate <br /> Materials, Methods of Design, and it is unnecessary to maintain these Chapters in the <br /> Municipal Code. <br /> Chapter 20.58 Solar Energy Code is being deleted. The Uniform Solar Energy Code <br /> was published in 1997, and only addressed solar water heating systems. The system <br /> design and water heating requirements have been superseded by more restrictive <br /> provisions in the California Plumbing Code, the California Energy Code, and the listing <br /> for the products themselves, and it is unnecessary to maintain this Chapter in the <br /> Municipal Code. <br /> The adoption of these Codes will provide the City of Pleasanton with the most up -to -date <br /> standards available under State Law. They will also provide greatly enhanced national <br /> and regional consistency, resulting in a more uniform and streamlined application. All <br /> these 2010 CBC proposed code amendments are an effort to maintain the minimum fire <br /> and life safety standards that are currently being employed to construct buildings <br /> throughout the City of Pleasanton. <br /> Page 3 of 4 <br />
