90 <br /> It was moved by Mr. Brandes, and seconded by Mr. Tarver, that <br /> Resolution No. 90 -205 be adopted, based on a review of an initial <br /> environmental impact study done for this project and on a finding <br /> that no significant environmental impact would occur as outlined in <br /> the City's guidelines and on further finding that a negative <br /> declaration is appropriate in connection with PUD- 90 -10, the <br /> application of Joseph W. Callahan, Jr., for PUD rezoning and <br /> development plan approval to rezone an approximately 1.8 acre site <br /> from PUD (Planned Unit Development) - Neighborhood Commercial to <br /> the PUD (Planned Unit Development) - High Density Residential <br /> District and to construct 24 townhomes at 600 Palomino Drive. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Brandes, Butler, Mohr, Tarver and Mayor <br /> Mercer <br /> NOES: None <br /> ABSENT: None <br /> ABSTAIN: None <br /> Mr. Brandes inquired if Mr. Callahan and staff still need to <br /> resolve the issue under Condition No. 8 regarding the basis of the <br /> moderate - income level for the four affordable housing units, should <br /> Council decide to approve the project. <br /> Mr. Swift replied that the condition indicates that the <br /> details of the moderate- income program would come back for the <br /> Planning Commission's review and approval in conjunction with the <br /> tentative map, after the project receives growth management <br /> approval. He added that by that time, staff would have reviewed <br /> the same program on the Staples Ranch project. <br /> Mr. Butler commented that this is the type of project which <br /> would have a chance of staying at the low end of the market rate <br /> and would be the best thing to do in terms of low- and moderate - <br /> income housing. He added that the City does not have a policy that <br /> allows only two -story residential buildings and that he did not <br /> think the project's overall style and height would have a negative <br /> impact on the neighborhood. <br /> Mr. Tarver indicated that the project was a step in the right <br /> direction and would fit into the neighborhood. He stated, however, <br /> that he had reservations about the height of the buildings and that <br /> he would prefer to have smaller units for affordable housing. <br /> Mr. Mercer commented that he did not see the approval of this <br /> project as a precedent to approving three -story residential <br /> buildings throughout the City since Council considers each project <br /> on its own merits. He added that this type of development actually <br /> consists of only two living floors and a tucked -under garage. <br /> - 8 - <br /> 11 -6 -90 <br />
