89 <br /> unit, and the City would be given a certain number of days to <br /> establish the current moderate - income rate under the Oakland PMSA. <br /> The City would receive its equivalent share for any sale after the <br /> 20th year, which funds could be contributed to the City's low- and <br /> moderate - income housing fund. <br /> Ms. Mohr inquired if the City had any other housing units with <br /> tucked -under garages, besides Smoketree Commons and the development <br /> on the corner of Mohr Avenue and Santa Rita Road. <br /> Mr. Swift replied that several similar projects have been <br /> approved but only the three -story project in Hacienda Gardens has <br /> Ln been built. <br /> T <br /> Ms. Mohr asked Mr. Callahan if the proposed project would look <br /> Z like Smoketree Commons upon completion. <br /> 2 Mr. Callahan replied that there would be no significant <br /> G difference between the two projects in terms of overall height but <br /> that the architecture and site characteristics would differ. <br /> Mr. Tarver inquired if there were a specific reason for the <br /> 20 -year Deed of Trust. <br /> Mr. Callahan replied that almost all the municipal and county <br /> programs he reviewed had a time line of 20 to 25 years. The reason <br /> for this is concerns about deferred maintenance, issues of <br /> technical defaults and the accumulation of the amount of the second <br /> mortgage. <br /> Ms. Mohr asked Mr. Callahan if he had already identified which <br /> of the 24 units would be the four moderate - income units. <br /> Mr. Callahan replied that there would be eight units that are <br /> substantially the same and that four of these would be designated <br /> as affordable housing units, unless the City wishes to identify the <br /> specific units. <br /> There being no further testimony, Mr. Mercer declared the <br /> public hearing closed. <br /> - 7 - <br /> 11 -6 -90 <br />
