She commented that additional high - <br /> density units in the area would contribute to the noise level and <br /> vandalism as well as car accidents in the area. <br /> Mr. Mercer asked staff how tall the buildings would be and <br /> what the height of a typical two -story housing in the neighborhood <br /> is. <br /> Mr. Swift replied that the project would have varying heights <br /> depending on the perspective. He explained that the buildings <br /> would be 40 feet from the bottom of the garage to the top of the <br /> roof; however, this would be visible only from the interior of the <br /> project. From Bernal Avenue and Palomino Drive, the buildings <br /> would be 36 feet high. He added that some of the buildings would <br /> be higher than the street level, with a maximum of 40 feet on <br /> Bernal Avenue. He stated that the typical two -story houses in the <br /> area are about 20 to 24 feet high. <br /> Ms. Mohr inquired how this would compare to Smoketree Commons. <br /> Mr. Swift answered that Smoketree Commons has tucked -under <br /> garages and that it is 28 feet high from the street and 32 feet <br /> high from the courtside. He added that the proposed project is <br /> about eight feet higher than Smoketree Commons. <br /> Mr. Mercer inquired if the original 20 -unit plan had tucked - <br /> under garages and how much the addition of four affordable units <br /> would raise the price of the other units. <br /> Mr. Callahan replied that the revised plan reduced the overall <br /> size and layout of the units but did not change the building <br /> envelopes. He explained that the addition of the four affordable <br /> units increased the overall cost of the units by about twelve <br /> percent and that the remaining 20 units would increase by about <br /> $14,000 a unit to make up for the four units that would be sold <br /> below the base cost and to maintain a reasonable margin on the <br /> entire project. <br /> Mr. Mercer inquired if there were anything in the plan that <br /> would stop the buyer of the affordable unit from reselling it at a <br /> price that would no longer be affordable. <br /> Mr. Callahan replied that he is working with staff on a deed <br /> restriction that would provide the City with a silent Second Deed <br /> of Trust for twenty years. This Deed would be recorded on the <br /> property and would entitle the City at the time of sale to the <br /> difference between the prevailing moderate- income rate of the unit <br /> and its market value. The original buyer of the unit would have to <br /> notify the City by registered mail when he decides to sell the <br /> - 6 - <br /> 11 -6 -90 <br />
