MEETING OPEN TO THE PUBLIC <br /> Ms. Birdie Bianchi, 4329 Railroad Avenue, stated that <br /> Pleasanton had owned Komandorsky Village for more than 40 years and <br /> suddenly turned over the 37.5 acre, 150 low- income housing project <br /> to the City of Dublin five years ago. She inquired why Komandorsky <br /> Village was given to Dublin when Pleasanton was in need of low - <br /> income housing, and how much money went with the deal. <br /> Mr. Mercer replied that Komandorsky Village went to Dublin <br /> when Dublin became a city, since the project was located within <br /> Dublin's City limits. He explained that since Dublin's Housing <br /> Authority, which is part of the Alameda County Housing Authority, <br /> could manage the Village, it would have been awkward for Pleasanton <br /> to service a low- income project within another City's limits. He <br /> added that the project was built with Federal grant funds and that <br /> the only money that went with the transfer was the money that would <br /> have been in the project's regular bank account. <br /> Ms. Mohr stated that the Housing and Urban Development (HUD) <br /> Office handled all the administrative transactions regarding the <br /> project's finances. Since Pleasanton was to take over Kottinger <br /> Place, the funds were allocated accordingly between the two <br /> projects. <br /> Mr. Brandes pointed out that since the project had become part <br /> of Dublin, it was logical that the project's residents vote for <br /> Dublin Councilmembers and have some control over their <br /> representatives. <br /> 6. PUBLIC HEARINGS <br /> Item 6a <br /> PUD- 90 -10. Application of Joseph W.
