MEETING OPEN TO THE PUBLIC Ms. Birdie Bianchi, 4329 Railroad Avenue, stated that Pleasanton had owned Komandorsky Village for more than 40 years and suddenly turned over the 37.5 acre, 150 low- income housing project to the City of Dublin five years ago. She inquired why Komandorsky Village was given to Dublin when Pleasanton was in need of low - income housing, and how much money went with the deal. Mr. Mercer replied that Komandorsky Village went to Dublin when Dublin became a city, since the project was located within Dublin's City limits. He explained that since Dublin's Housing Authority, which is part of the Alameda County Housing Authority, could manage the Village, it would have been awkward for Pleasanton to service a low- income project within another City's limits. He added that the project was built with Federal grant funds and that the only money that went with the transfer was the money that would have been in the project's regular bank account. Ms. Mohr stated that the Housing and Urban Development (HUD) Office handled all the administrative transactions regarding the project's finances. Since Pleasanton was to take over Kottinger Place, the funds were allocated accordingly between the two projects. Mr. Brandes pointed out that since the project had become part of Dublin, it was logical that the project's residents vote for Dublin Councilmembers and have some control over their representatives. 6.
