• Release to the public of a draft Housing Element site inventory by February 20, 2011; • Submittal of a draft updated Housing Element to the California Department of Housing Community Development (HCD) by August 16, 2011; • Completion of all rezoning and General Plan Amendments necessary to accommodate the City's RHNA prior to or concurrent with Housing Element adoption; and, • Adoption of the updated Housing Element within 90 days of receiving comments from HCD. SCOPE AND PURVIEW OF THE HOUSING ELEMENT TASK FORCE Given these strict deadlines, the Housing Element Task Force will focus its attention on three major areas: • Evaluating and recommending sites suitable for future multifamily development; • Implementing and /or reinforcing anti - discrimination policies and programs, particularly as they relate to non - profit developers of affordable housing, and promoting housing for families with children, and housing for other special needs households; and, • Recommending changes to the City's Zoning Ordinance to accommodate emergency, transitional and supportive housing as required by SB 2. The other major function of the Task Force will be to act as the primary forum for public participation in the preparation of the Housing Element. Task Force meetings will encourage public input on all discussion items, and, starting in early 2011, the Task Force will host several larger community meetings, in various locations city -wide, to discuss specific potential housing sites, and hold stakeholder meetings with groups such as non - profit and for - profit developers and affordable housing service providers. Attachment 1, Working Draft Schedule of Meetings, provides an overview of the Task Force meeting schedule and the various topics to be tackled at each meeting.
