• Release to the public of a draft Housing Element site inventory by February 20, <br /> 2011; <br /> • Submittal of a draft updated Housing Element to the California Department of <br /> Housing Community Development (HCD) by August 16, 2011; <br /> • Completion of all rezoning and General Plan Amendments necessary to <br /> accommodate the City's RHNA prior to or concurrent with Housing Element <br /> adoption; and, <br /> • Adoption of the updated Housing Element within 90 days of receiving comments <br /> from HCD. <br /> SCOPE AND PURVIEW OF THE HOUSING ELEMENT TASK FORCE <br /> Given these strict deadlines, the Housing Element Task Force will focus its attention on <br /> three major areas: <br /> • Evaluating and recommending sites suitable for future multifamily development; <br /> • Implementing and /or reinforcing anti - discrimination policies and programs, <br /> particularly as they relate to non - profit developers of affordable housing, and <br /> promoting housing for families with children, and housing for other special needs <br /> households; and, <br /> • Recommending changes to the City's Zoning Ordinance to accommodate <br /> emergency, transitional and supportive housing as required by SB 2. <br /> The other major function of the Task Force will be to act as the primary forum for public <br /> participation in the preparation of the Housing Element. Task Force meetings will <br /> encourage public input on all discussion items, and, starting in early 2011, the Task <br /> Force will host several larger community meetings, in various locations city -wide, to <br /> discuss specific potential housing sites, and hold stakeholder meetings with groups such <br /> as non - profit and for - profit developers and affordable housing service providers. <br /> Attachment 1, Working Draft Schedule of Meetings, provides an overview of the Task <br /> Force meeting schedule and the various topics to be tackled at each meeting. <br /> Submitted by: Financial Review: Approved by: <br /> Brian Dolan Emily Wagner Nelson Fialho <br /> Director, Director of Finance City Manager <br /> Community Development <br /> Attachment: <br /> 1.
