this returned to the Council. The decision was made to keep it at the library rather than hosting it <br />at Delucchi Park. In hindsight, this was a great decision. The City had never operated an <br />outdoor ice rink, did not know the size or magnitude of such an operation, and having this facility <br />at Delucchi Park probably would not have been a good idea, as the park would have had to be <br />rebuilt because of the weight of the ice rink and the amount of activities. <br />The downside of having it at the library was that it competed with parking for the library. What <br />staff saw in November and December was a slight drop in patronage at the library due to <br />unavailable parking. Also, as part of the exercise in whether or not to keep it at the library, staff <br />looked at other locations, but those property owners were not willing to take the risk and <br />displace their parking. He explained that all discussions occurred in a very public setting, were <br />televised and noticed before the Council and the Planning Commission. <br />Mr. Fialho continued by addressing Ms. Summers' specific questions. <br />Vice Mayor Thorne said it is disappointing that skating could not continue, and encouraged staff <br />to continue to look for an appropriate place that makes financial sense for next year. <br />Councilmember McGovern agreed that to work, a better financial situation should be in place, <br />and she hoped for a strong partnership. She understands the community's input about the <br />library impacts and neighborhood concerns about holding it at Delucchi Park, hoped to find a <br />location where it could be a recreational program for the community, and that it works out <br />financially. <br />Mayor Hosterman recognized that, while for some it was less than perfect, it was a great thing <br />for the community that was undertaken and introduced, and she hoped it could be re- introduced <br />in the future. <br />MOTION: It was m/s by Thorne /Cook - Kallio to temporarily suspend Holiday Ice Rink operations <br />in FY 2010/11. Consider approval of operating agreement with the East Bay Regional Communications <br />System Authority <br />Assistant City Manager Steven Bocian presented the staff report, stating the goal of the East <br />Bay Regional Communications System Authority (EBRCSA) is to implement a two - countywide <br />radio communications system between Alameda County and Contra Costa County. The system <br />is a single radio system that will cover both areas and a majority of all cities in both counties will <br />join. He said the City Council authorized membership to the JPA through an agreement in 2007. <br />Once the system is fully constructed it will replace the existing shared radio system that City of <br />Pleasanton and the City of Livermore jointly owns and a different use for the existing system will <br />be found. Mr. Bocian said there are no changes planned for dispatch or other services and he <br />introduced Fire Chief Miguel to discuss inter - operability. <br />Fire Chief Miguel noted that $39 million in federal grants were received for the project with the <br />main goal of providing inter - operability amongst emergency and non - emergency organizations. <br />As a major goal of all Homeland Security grants, 23 emergency and support agencies have the <br />City Council Minutes <br />Page 7 of 10 September 21, 2010 <br />
