It is worth noting that retail employment typically generates <br /> much lower demand for hospitality uses compared to office employment. <br /> Other Revenues <br /> Other sources of revenue may be necessary to ensure a steady stream of ongoing funding for <br /> services. These revenues may include developer payments, assessments, fees, and /or special <br /> taxes to fund services such as park maintenance and road maintenance. The exact form and <br /> amount of each revenue will be determined as more detailed financing plans are developed and <br /> the burdens of these funding sources are balanced against the need to fund infrastructure <br /> improvements. <br /> City General Fund Expenditures <br /> This section describes the methodology and assumptions used for calculating various General <br /> Fund expenditure items. Table 13 provides an annual summary of the General Fund <br /> expenditures through a year after the Project buildout. Several items are not forecasted because <br /> they are not expected to be affected by the proposed Project. <br /> Administration <br /> City government administrative and legislative costs include the following: <br /> • City Council <br /> • City Manager <br /> • Law <br /> • Finance <br /> • Administrative Services <br /> • General Government <br /> In EPS's research in other jurisdictions, new development typically has a minimal impact on <br /> administrative and legislative government costs in mature, built -out cities like Pleasanton. As a <br /> result, this analysis assumes that 10 percent of administrative and legislative government <br /> services will be affected by new development; the remaining 90 percent represents fixed costs <br /> and services that will not be affected by the proposed Project. The portion of administrative and <br /> legislative government costs assumed to be affected by new development is estimated at an <br /> average of $13 per daytime population. <br /> Planning and Community Development <br /> In EPS's research in other jurisdictions, new development typically has a marginal net impact on <br /> Planning and Community Development Department costs in built -out cities such as Pleasanton. <br /> In addition, those services in the departments that are affected by new development are <br /> typically covered by fees for service. This analysis assumes that 10 percent of the General Fund <br /> budget for Planning and Community Development Department services will be affected by new <br /> development.
