Transportation Impact Study <br /> Pleasanton Gateway Retail /Office Plaza <br /> June 2009 <br /> MTS Roadway System <br /> Impacts were identified on one MTS roadway segment in 2035: <br /> • Main Street (Santa Rita Road) between Bernal Avenue and St. Mary Street <br /> Payment of the City of Pleasanton and Tri- Valley Regional traffic impact fees would mitigate the impact <br /> on Main Street. Although no improvements are planned on this facility, the fees would fund construction <br /> of parallel capacity, such as improvements to State Route 84, El Charro Road extension, Stoneridge <br /> Drive extension, and High Occupancy Vehicle (HOV) lanes on 1 -580 and 1 -680. <br /> On -Site Findings <br /> Site access, circulation, and parking were reviewed for the proposed Project. A summary of <br /> recommendations is below and summarized on Figure ES -1: <br /> • Provide modified full access (left - turns, no through movements) to the site from Bernal Avenue <br /> • Modify the Bernal Avenue driveway to extend the driveway throat <br /> • Construct a crosswalk across Bernal Avenue at Koll Center Drive and provide a pedestrian signal <br /> to facilitate pedestrian trips between the north and south sides of Bernal Avenue <br /> • Construct a right -turn only lane on Valley Avenue serving the northernmost driveway <br /> • Restrict access to the first drive aisle serving the gas station to inbound only and eliminate four of <br /> the parking stalls on the parking aisle. Vehicles backing out of these parking stalls would conflict <br /> with drivers entering the site and making the right turn toward the gas station and retail pads <br /> • Designate areas for patrons to deposit their shopping carts in proximity to the grocery store <br /> • Provide a vehicular and shopping cart accessible connection between building 7 and the grocery <br /> store. This would minimize the potential for pedestrian crossings if the main north -south drive <br /> aisle by providing an alternative location to accommodate grocery store traffic during peak times <br /> such as weekends and weekday evenings. <br /> • Allow shared parking between the grocery store and office components of the project <br /> • Provide all -way stop - control at the main internal intersections <br /> • Consider relocating bicycle parking shown in the vehicular parking area at buildings 4 and 5 <br /> adjacent to the buildings <br /> • Although sufficient assessable parking is provided on -site, accessible parking should be <br /> reallocated to the area serving shops 1 and 2, as no handicap accessible stalls are designated in <br /> this area <br /> • Consider reorienting the parking areas serving buildings 4, 6, and 7 to minimize vehicular/ <br /> pedestrian conflicts in the office areas, if it does not result on the loss of parking spaces or create <br /> an inefficient circulation pattern <br /> • Flare the internal intersection approached at the intersection between buildings 1 and 3 to better <br /> accommodate emergency vehicles <br /> • Provide a bus pullout on the south side of Bernal Avenue on the far side of the Project driveway. <br /> A bus shelter should also be constructed. <br /> • Develop a construction management plan for review and approval by the City Community <br /> Development Department <br /> sr �. <br /> FEHR St PEERS <br /> TRANSPORTATION CONSULTANTS <br />
