To address the <br /> Commission's concern and direction, franchise architecture is not allowed. <br /> Phase I and Phase 11 Operating Hours: <br /> Safeway will operate 24 -hours per day reflecting the operating hours of the Safeway stores <br /> in the Tri- Valley area. Operating hours for the other Phase 1 and Phase 11 uses are not <br /> restricted. The drive - through lanes may operate 24 hours per day, except that the drive - <br /> through lane for the Major Tenant #2 Pharmacy may only be used for medications; all <br /> other sales must occur within the building. Parking lot sweeping and garbage pick-up for <br /> Phase I and Phase 11 is conditioned to occur from 6:00 a.m. to 10:00 p.m. The applicant <br /> concurs with these requirements. <br /> Phase I and Phase II Truck Deliveries: <br /> As conditioned, Safeway's truck deliveries will be permitted from 6:00 a.m. to 12:00 <br /> midnight due to its location adjoining the I -680 /Bernal Avenue exit ramp. All other truck <br /> deliveries, including the Major Tenant #2 (Pharmacy) and the Phase 11 office buildings, are <br /> conditioned to occur from 6:00 a.m. to 10:00 p.m. because of their closer proximity to the <br /> Valley Avenue apartments and homes. All truck deliveries to the Phase I and Phase II are <br /> restricted to the Bernal Avenue driveway entrance /exit. The applicant concurs with these <br /> requirements. <br /> Traffic, Parking, and Off - /On -Site Circulation <br /> Program 1.1 and Program 2.7, respectively, of the Circulation Element of the 2005 -- 2025 <br /> Pleasanton General Plan state, <br /> Program 1.1: "Require new developments to pay their fair share of planned <br /> roadway improvement costs." <br /> Program 2.7: "Require feasible mitigation measures to keep intersections <br /> impacted by development to acceptable service levels, in the extent that LOS D <br /> is exceeded. If there are no feasible mitigation measures and if the intersections <br /> are otherwise not exempt from the LOS D standard, withhold development <br /> approvals, including building permits, until the intersections exceeding LOS D are <br /> at an acceptable level of service." <br /> Traffic Level -Of- Service Impacts /Mitigation Measures <br /> The traffic impacts and mitigation measures for the Pleasanton Gateway development <br /> were identified with the following analyses: <br /> 1.
