Pleasanton Gateway- Environmental Checklist <br /> g) The Pleasanton Gateway project is not located in a community with an adopted <br /> qualified GHG Reduction Strategy. Projected changes in GHG emissions have <br /> been analyzed per the E3AAQMD June 2010 Draft Air Quality Guidelines. <br /> BAAQMD's thresholds and methodologies take into account implementation of <br /> state -wide regulations and plans, such as the AB 32 Scoping Plan and adopted <br /> state regulations such as Pavley and the low carbon fuel standard. <br /> However, the proposed project is required to meet Title 24 energy efficiency <br /> standards and the City's Green Building Ordinance, both of which will help to <br /> reduce future energy demand. The City's adopted Green Building Ordinance <br /> increases energy efficiency in buildings, thereby reducing the City's contribution to <br /> GHG emissions. The Green Building Ordinance requires green building practices <br /> be incorporated into new commercial developments. Under this ordinance, <br /> commercial buildings of 20,000 square feet or larger — the supermarket and office <br /> buildings of this proposal — must meet minimum Leadership in Energy and <br /> Environmental Design (LEED) "certified" rating. The City considers this rating the <br /> "baseline" requirement for the proposed project and will include, as a project <br /> condition of approval, that the applicable buildings achieve a number of Green <br /> Building "points" above the "certified" rating. <br /> The project is also conditioned to implement the applicable Best Management <br /> Practices of Program 6.3 of the 2010 — 2025 Pleasanton General Plan': <br /> • BMP #1: Not applicable; applies to residential projects. <br /> • BMP #2: Development shall incorporate energy efficient appliances and <br /> systems that meet Energy Star standards. (Condition of approval.) <br /> • BMP #3: Where feasible, incorporate solar roofs (or other alternative energy <br /> measures) into commercial development sufficient to meet 12.5 percent of the <br /> buildings' annual usage. Calculations of the energy savings shall be prepared <br /> at the construction drawing stage. (Condition of approval.) <br /> • BMP #4: Require transit and bicycle /pedestrian connections in new <br /> developments, where feasible. (Shown on development plans.) <br /> • BMP #5: For commercial /industrial projects, prepare and implement a <br /> voluntary Trip Reduction Plan, using the resources available through the City <br /> of Pleasanton's Transportation Systems Management (TSM) program as <br /> described in Chapter 17.24 of the Pleasanton Municipal Code goal of 15 <br /> percent within five years and 25 percent within 10 years, compared to <br /> "business as usual ". (Condition of approval; applies to office portion.) <br /> • BMP #6: Require priority facilities for alternative - fueled vehicles, such as <br /> priority parking and recharging facilities, where feasible. (Condition of <br /> approval; applies to office portion.) <br /> • BMP #7: Development and demolition to comply with the City's Construction <br /> and Demolition Debris Ordinance.
