THE CITY OF <br /> 13 <br /> pLEASANTON, CITY COUNCIL AGENDA REPORT <br /> October 19, 2010 <br /> Community Development <br /> Planning Division <br /> TITLE: PUD- 02 -07M AND PCUP -210, PLEASANTON GATEWAY, L.L.C. — <br /> CONSIDER A PUD MAJOR MODIFICATION AND A CONDITIONAL <br /> USE PERMIT FOR 129,370 SQUARE FEET OF COMMERCIAL /RETAIL <br /> FLOOR AREA AND 588,781 SQUARE FEET OF OFFICE FLOOR AREA <br /> ON A 39.22 -ACRE SITE ON THE SOUTH SIDE OF BERNAL AVENUE <br /> BETWEEN THE NORTH BOUND I- 680 / BERNAL AVENUE EXIT RAMP <br /> AND VALLEY AVENUE <br /> SUMMARY <br /> This is an application by Pleasanton Gateway, L.L.C., for a PUD major modification and <br /> a conditional use permit to incorporate neighborhood commercial /retail uses. The <br /> proposal includes a 24 -hour Safeway grocery store and a drive - through pharmacy, <br /> bank, and restaurant; provides pedestrian connections to nearby neighborhoods and <br /> employment centers; heavily landscapes its public street and freeway frontages; <br /> achieves a pedestrian - friendly development with plazas, sidewalks, and landscaping; <br /> aligns the Bernal Avenue driveway with Koll Center Parkway permitting complete <br /> access to Bernal Avenue and 1 -680; and prohibits delivery trucks and vehicles from <br /> Valley Avenue. Approximately 588,000 square feet of the originally approved 745,000 <br /> square feet of office space will remain. The proposed building designs compliment the <br /> surrounding area. Environmental review is covered by an Initial Study /Mitigated <br /> Negative Declaration that has completed its 20 -day CEQA review. <br /> PLANNING COMMISSION ACTION <br /> On August 25, 2010, the Planning Commission, on a 5 -0 vote, recommended approving <br /> the proposed modification subject to the conditions of approval (Attachment 8). <br /> RECOMMENDATION <br /> Staff recommends the City Council adopt the draft resolution approving the Initial <br /> Study /Mitigated Negative Declaration (Attachment 3); make the PUD development plan <br /> findings (Attachment 5) and introduce the draft ordinance (Attachment 1) approving <br /> Case PUD- 02 -07M subject to the conditions of approval; and, make the Conditional Use <br /> Permit findings (Attachment 6) and adopt the draft resolution (Attachment 2) approving <br /> Case PCUP -210 subject to the conditions of approval. <br /> FINANCIAL STATEMENT <br /> In the short term, the applicant will pay all required building permit and development <br /> fees including the commercial school impact and regional traffic impact fees. In the <br /> long -term, property and sales taxes will be paid enhancing City revenues. <br />
