The project applicant or developer shall submit detailed landscape and irrigation plans <br /> as part of the improvement plans. All retaining walls and monument signs along the street shall be placed behind the <br /> Public Service Easement (PSE), unless otherwise approved by the City Engineer. <br /> 83. Prior to approval of the improvement plans, the project applicant or developer shall <br /> comply with all applicable conditions of outside agencies having jurisdiction. <br /> 84.
