ATTACHMENT 3 <br /> WILLIAM KOHN FLEISSIG <br /> President and CEO of TransACT <br /> Will Fleissig is fluent in four critical languages -- finance, policy, design, and group <br /> negotiation — and is known nationally for executing projects that realize maximum value <br /> for investors and maximum benefits for the community. He is President and CEO of <br /> TransACT, which is focused to unlock the value premium of real estate near transit. Mr. <br /> Fleissig has worked with institutional property owners, transit agencies, local <br /> governments, and public and private investors to achieve their real estate and <br /> development goals more efficiently. <br /> Will has directed the planning and development of well known TOD projects, including <br /> the North Station Development Plan in Boston MA for the BRA; Kendall <br /> Square /Cambridge Center in Cambridge MA for Boston Properties and the CRA; The <br /> Central Platte Valley Infrastructure Plan /DUT Master Development Plan, Denver CO <br /> for the City of Denver and RTD;; and the Homes and Apartments at Almaden Lake, <br /> San Jose, CA for the Martin Group, Devcon Construction and Bridge Housing. <br /> Through an affiliate company Urban Villages Inc, Mr. Fleissig is a partner developing <br /> West Village at the University of California, Davis. The first phase, now under <br /> construction, is a 130 acre village, located immediately adjacent to the core campus, that <br /> will incorporate 2000 student beds; 343 affordable faculty and staff homes; a 50,000 s.f. <br /> mixed -use village square with shops and services; 75,000 s.f. of classroom space; parks <br /> and recreation fields; and all on -site infrastructure. The entire village is being built to be <br /> "Carbon Neutral" and become a laboratory in sustainable design and living. <br /> Until 2005, Mr. Fleissig was a co- founder of Continuum Partners LLC, established in <br /> 1997 with a mission "to build human habitats of extraordinary character and enduring <br /> value." He was the partner responsible for coordinating the firm's planning, design and <br /> entitlement activities on all projects. The firm has built 16 Market Square, a 380,000 s.f. <br /> mixed -use building in Denver's LODO district; Bradburn, a 120 -acre village with four <br /> neighborhoods in Westminster, CO; and Belmar, a twenty -three block, downtown district <br /> on the 100 -acre site of the former Villa Italia shopping mall in Lakewood, CO, which <br /> received the 2006 ULI Award of Excellence, the 2005 EPA Smart Growth Award, and <br /> the 2005 CNU Charter Award. <br /> Will has also served in the public sector as the Director of Community Design, Planning <br /> and Development for the City of Boulder, CO. and as the Director of Downtown Planning <br /> and Development for Mayor Federico Pena in Denver. Mr. Fleissig is currently a board <br /> member for Reconnecting America, the Center for Transit Oriented Development, and <br /> serves on the Infrastructure Committee for the San Francisco District ULI Council. He <br /> received a B.A. from the University of Pennsylvania; a B.Arch in urban design from the <br /> City College of New York, and an M.P.A. with an emphasis in public finance from <br /> Harvard's Kennedy School of Government. <br />
