ATTACHMENT 3 WILLIAM KOHN FLEISSIG President and CEO of TransACT Will Fleissig is fluent in four critical languages -- finance, policy, design, and group negotiation — and is known nationally for executing projects that realize maximum value for investors and maximum benefits for the community. He is President and CEO of TransACT, which is focused to unlock the value premium of real estate near transit. Mr. Fleissig has worked with institutional property owners, transit agencies, local governments, and public and private investors to achieve their real estate and development goals more efficiently. Will has directed the planning and development of well known TOD projects, including the North Station Development Plan in Boston MA for the BRA; Kendall Square /Cambridge Center in Cambridge MA for Boston Properties and the CRA; The Central Platte Valley Infrastructure Plan /DUT Master Development Plan, Denver CO for the City of Denver and RTD;; and the Homes and Apartments at Almaden Lake, San Jose, CA for the Martin Group, Devcon Construction and Bridge Housing. Through an affiliate company Urban Villages Inc, Mr. Fleissig is a partner developing West Village at the University of California, Davis. The first phase, now under construction, is a 130 acre village, located immediately adjacent to the core campus, that will incorporate 2000 student beds; 343 affordable faculty and staff homes; a 50,000 s.f. mixed -use village square with shops and services; 75,000 s.f. of classroom space; parks and recreation fields; and all on -site infrastructure. The entire village is being built to be "Carbon Neutral" and become a laboratory in sustainable design and living. Until 2005, Mr. Fleissig was a co- founder of Continuum Partners LLC, established in 1997 with a mission "to build human habitats of extraordinary character and enduring value." He was the partner responsible for coordinating the firm's planning, design and entitlement activities on all projects. The firm has built 16 Market Square, a 380,000 s.f. mixed -use building in Denver's LODO district; Bradburn, a 120 -acre village with four neighborhoods in Westminster, CO; and Belmar, a twenty -three block, downtown district on the 100 -acre site of the former Villa Italia shopping mall in Lakewood, CO, which received the 2006 ULI Award of Excellence, the 2005 EPA Smart Growth Award, and the 2005 CNU Charter Award. Will has also served in the public sector as the Director of Community Design, Planning and Development for the City of Boulder, CO. and as the Director of Downtown Planning and Development for Mayor Federico Pena in Denver. Mr. Fleissig is currently a board member for Reconnecting America, the Center for Transit Oriented Development, and serves on the Infrastructure Committee for the San Francisco District ULI Council. He received a B.A. from the University of Pennsylvania; a B.Arch in urban design from the City College of New York, and an M.P.A. with an emphasis in public finance from Harvard's Kennedy School of Government.
