City of Pleasanton Climate Action Plan, CAP Format, Approach, and Content <br /> Attachment 2 <br /> City of San Carlos <br /> Date Adopted: October, 2009 <br /> Prepared by: City of San Carlos, PMC <br /> Summary: The San Carlos CAP was created by the City of San Carlos and PMC, and with funding and <br /> technical support from the Association of Bay Area Governments, BAAQMD, ICLEI, Joint Venture <br /> Silicon Valley, Metropolitan Transportation Commission, and the City /County Association of <br /> Governments of San Mateo. <br /> The San Carlos CAP identifies sources of GHG emissions caused from actions within the City of San <br /> Carlos municipal boundary and estimates how these emissions may change over time. The CAP provides <br /> energy use, transportation, land use, and solid waste strategies to bring San Carlos' GHG emissions levels <br /> to 15% below 2005 levels by 2020 and 35% below 2005 levels by 2030. <br /> To reach this goal, the Plan relies heavily on State initiatives (including the Renewable Portfolio <br /> Standard, Assembly Bill 1493 (Pavley) and the Low Carbon Fuel Standard), which together contribute <br /> 60% of projected community -wide emission reductions by 2020. The Plan also presents 21 emission <br /> reduction measures and provides evidence that these measures are feasible. Various outcomes of these <br /> reduction efforts are assessed, along with how these reduction efforts can be implemented and advertised. <br /> The Plan also addresses ways in which the City can prepare for and adapt to the consequences of climate <br /> change. <br /> This CAP is set up to be updated every five years and respond to changes in science, effectiveness of <br /> emission reduction measures and federal, state, regional or local policies. The CAP was included in the <br /> scope of the General Plan EIR, so it serves as the programmatic tiering document for the purposes of <br /> CEQA within the City of San Carlos for climate change, by which applicable developments within the <br /> City will be reviewed. If a proposed development is consistent with the emission reduction and adaptation <br /> measures included in the Climate Action Plan and the programs that are developed as a result of the CAP, <br /> the project would be considered to have a less than significant impact on climate change and emissions <br /> consistent with the direction of the California Attorney General and Public Resources Code 21083.3. <br /> City of San Francisco <br /> Date Adopted: September, 2004 <br /> Prepared by: SF Environment, SFPUC, ICLEI <br /> Summary: San Francisco has joined over 500 cities around the world to participate in the Cities for <br /> Climate Protection (CCP) campaign, sponsored by ICLEI. As part of the campaign, member cities have <br /> committed to: inventory their emissions of greenhouse gases; set reduction targets; develop <br /> comprehensive strategies to meet these targets; implement these emissions reduction actions; and measure <br /> the results. The criteria set by the CCP campaign were used to define the scope and presentation of the <br /> CAP. <br /> The CAP provides background information on the causes of climate change and projections of its impacts <br /> on California and San Francisco from recent scientific reports; presents estimates of San Francisco's <br /> A2 -5 <br />
