City of Pleasanton Climate Action Plan, CAP Format. Approach, and Content
Attachment 1
Executive Order S -13 -08 (2008) — directs the Governor's Office of Planning and Research, in
cooperation with the California Resources Agency (CRA), to provide land use planning guidance related
to sea level rise and other climate change impacts. The order also directs CRA to develop a State Climate
Adaptation Strategy by June 30, 2009 and to convene an independent panel to complete the first
California Sea Level Rise Assessment Report.
Senate Bill 97 (2007) — acknowledges that climate change is a prominent environmental issue that
requires analysis under CEQA. CRA is required to certify and adopt guidelines for mitigating GHG
emissions or the effects of GHG emissions, as required by CEQA.
General Attorney's actions (2008) - In September 2008, the Attorney General reached another
settlement agreement concerning climate change, this time with the City of Stockton. According to the
office of the Attorney General and the Sierra Club, the City of Stockton did not adequately address
climate change in its 2035 General Plan update and corresponding Environmental Impact Report. The
City of Stockton settled with the Attorney General by agreeing to adopt a climate action plan designed to
reduce sprawl, increase infill development, promote public transit and encourage more energy - efficient
buildings.
Al -5
