• <br /> Hacienda Mixed Use Rezoning Initial Study <br /> Significance Criteria <br /> The impact questions above constitute the significance criteria for this environmental topic. <br /> Discussion of Checklist Items <br /> Less- than - Significant Impacts. The proposed project would not expose people to potential health <br /> hazards through the routine transport, use, storage or disposal of hazardous materials. Future residents <br /> and tenants at the potential neighborhood - serving retail establishments due to implementation of the <br /> zoning change may use or store relatively small amounts of hazardous materials. During construction <br /> on the project sites contractors would use some hazardous materials. Hazards associated with those <br /> materials would be reduced to less - than- significant levels by compliance with State and federal transport, <br /> storage, and disposal requirements. No additional mitigation is warranted. This issue will be addressed <br /> in more detail, including any impacts on nearby schools, in the environmental review documents at the <br /> time a development plan is proposed for the project sites. <br /> No toxic air contaminant would result from the proposed zone change, and no worse impacts than <br /> could occur under the existing zoning of the sites could occur due to project implementation. The issue <br /> of toxic air contaminant emissions will be addressed in the environmental review documents at the time <br /> a development plan is proposed for the project sites. For example, a dry- cleaning establishment could <br /> be proposed on one of the project sites. The actual neighborhood- serving retail uses are unknown at <br /> this time. <br /> No Impacts. Regarding airport hazards, all three sites are located outside both the General Referral <br /> Area and the Height Referral Area and the project would have no impact on an airport. <br /> The City has adopted a Comprehensive Emergency Management Plan to provide for the safety of the <br /> community in the event of a major emergency such as an earthquake, flood, fire, nuclear accident, civil <br /> disturbance, or hazardous materials spill. The plan provides the basis for direction and control of <br /> emergency operations and contains task assignments for City personnel under emergency conditions.` <br /> Any future development resulting from the zone change would be subject to the City's Emergency <br /> Operations Plan. <br /> The project sites are infill sites in an urban area and are not located close to any wildlands.
