<br />4. REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />r <br /> <br />Item 6.c., Review of the 2000-2001 Growth Management Report, is continued to the February 28 <br />meeting. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />a. PUD-OO-Ol, Mardel L.L.C. (Delco Builders) <br />Application for PUD Development Plan approval to allow the construction of 3 8 single- <br />family detached homes, construction of a public sewer "lift" station, realignment of <br />Vineyard Avenue, vineyard cultivation (grape bearing plants), and miscellaneous public <br />infrastructure including streets, utilities, etc., on an overall 41.2 acre site located in the <br />Vineyard A venue Corridor Specific Plan area at 2503 Vineyard A venue and 2287 <br />Vineyard A venue. The project site is zoned PUD (Planned Unit Development) - LDR <br />(Low Density Residential) and PUD (planned Unit Development) - Vineyard/OS/ MDR <br />(Vineyard/Open Space/Medium Density Residential) District. The Planning Commission <br />will also consider the negative declaration prepared for the property located at 2503 <br />Vineyard Avenue. <br /> <br />r' <br /> <br />Mr. Pavan presented the staff report, providing a description of the proposal. He noted that the <br />staff report provides additional clarification and information on items requested by the Planning <br />Commission. He advised that the applicant has offered to make the installation of photovoltaic <br />panels an option and a condition has been added to make the homes photovoltaic "friendly," <br />which would allow the installation of photovoltaic panels at a later time. He also advised that a <br />provision has been made to allow the installation of solar panels on trellis-covered arbors and/or <br />porches up to fifteen feet in height exempt from the City's Administrative Design Review <br />process. Mr. Pavan advised that Green Building measures have been included in the Planning <br />Commission's packet, and apply to all structures, including those on the Vineyard estate parcel. <br />He noted that staff would continue to work with the applicant to refine these measures. He stated <br />that the Vineyard Planting Integrated Pest Management Plan has also been provided. He noted <br />that the plan has been peer reviewed by Dr. Andrew Walker of the University of California, <br />Davis. <br /> <br />Mr. Pavan noted that John Norwood and Lois Lutz of the South Livermore Valley Agricultural <br />Land Trust are present this evening to address this item. <br /> <br />Mr. Pavan advised that a memo to the Planning Commission includes two additional conditions <br />of approval. One requires that Lot 31 have a single-story house and allows for Lot 30 to have a <br />one- or two-story house. The second condition relates to the home designs for Lots 30 through <br />36. He noted that the East Bay Regional Park District supports a two-story home on Lot 36. <br /> <br />Mr. Pavan commented on the issue of noise from the Lonestar operations. He advised that Mr. <br />Richard Illingworth, noise consultant, has been contacted regarding this matter and that a <br />condition of approval is included that requires dual-pane windows.
