<br />(" <br /> <br />Commissioner Arkin made a motion recommending approval of Option #3, subject to the <br />conditions of approval as shown in Exhibit "B," with a modification requiring that a <br />building permit be obtained for the fence. Vice Chairperson Maas <br />advised that the Scotts will receive a notice of the meeting date. <br /> <br />c. Review ofthe 2000-2001 Growth Management Report <br /> <br />Continued to February 14,2001. <br /> <br />d. Determination that the sale of an approximately 14,000-square-foot parcel located <br />in the 4100 block of Stanley Boulevard (APN. 946-1695-08) is in conformance with <br />the General Plan. <br /> <br />(" <br /> <br />Mr. Pavan presented the staff report noting that the Parks and Recreation Commission and the <br />Downtown Specific Plan Committee have considered use of this property. He noted that both <br />groups determined that the property was no longer needed for parks or trail purposes. He <br />advised that the City Council has declared the property surplus and determined that the property <br />would be sold to Mr. Ciesielski who owns the property to the north of the parcel. He stated that <br />staff feels a determination of the General Plan consistency for the sale of this property can be <br />made. <br /> <br />In response to a inquiry from Commissioner Roberts, Mr. Pavan confirmed that the matter before <br />the Commission is only the determination that the sale of the property is in conformance with the <br />General Plan and it is not a discussion about who the property is being sold to. <br /> <br />Commissioner Arkin noted that the update of the Downtown Specific Plan is currently under a <br />review process. He stated that the designation of this property could be changed through the <br />process. <br /> <br />Commissioner Maas requested clarification regarding Mr. Pavan's statement regarding adding <br />residential structures on this site. Mr. Pavan corrected his comments noting that as stated in the <br />staff report adding residential structures on the property would be prohibited. <br /> <br />Commissioner Arkin inquired about the two other City-owned parcels shown on the location <br />map.
