<br />r <br /> <br />4. <br /> <br />REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />Mr. Swift advised that Item 6.b., PPUD-4, South Front Investors, LLC, and Item 6.d., Review of <br />the 2000 Growth Management Report, are continued to the January 24 meeting. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />a. Tentative Tract Map 7193, New Cities Development Group (Sycamore Heie:hts) <br />Application for vesting tentative tract map approval to subdivide two parcels at 970 <br />Sycamore Road, totaling 34.7 acres, into 49 single-family residential lots (48 new homes <br />and one existing residence) and three (3) open space parcels. Zoning for the property is <br />PUD-LDR (Planned Unit Development - Low Density Residential) District. <br /> <br />r- <br /> <br />Brian Swift presented the staff report, providing an overview of the application. He noted that <br />there are several lot line adjustments associated with the tentative map. He advised that the staff <br />report identifies and addresses issues which required further evaluation at the tentative map stage <br />after the PUD development plan was approved by the City Council. Mr. Swift noted that staff <br />feels these issues have been resolved to the satisfaction of staff, the applicant, and the <br />neighboring homeowners. He stated that one of the key changes between the approval of the <br />PUD development plan and the tentative map is the location of three lots along "E" Court. He <br />reported that the PUD development plan shows the location of these three lots along the east side <br />of the court. The tentative map relocates these lots to the west side of "E" Court, thus providing <br />a much larger open space area. He advised that staff feels this is the superior configuration. Mr. <br />Swift advised that the neighbors have indicated that they are in agreement with this modification, <br />and, therefore, staff supports this change. <br /> <br />Mr. Swift advised that other items requiring resolution at the tentative map stage included the <br />creek restoration, emergency vehicle access, and fencing and landscaping plans. He noted that <br />staff believes all ofthese issues have been resolved satisfactorily. <br /> <br />Mr. Swift noted that staff is requesting that the Planning Commission add an additional condition <br />related to the modification of the landscape plan, which is stated in the memo distributed to the <br />Commission this evening. He also stated that staff is requesting that Condition #26 be modified <br />to change "east" to "west" and "eastern" to "western," in keeping with the relocation oflots 29, <br />30, and 31 from the east side ofthe street to the west side of the street. He advised that staff is <br />also requesting that Condition #7 be modified to add an offer of dedication for a pedestrian way <br />over the existing public service easement that currently runs along the western side of Lot I, and <br />to provide for appropriate flood protection for the residents on Lot I.
