Woodson Jr. Award), and the Genentech R &D Overlay Zone <br /> (award from the Sam Mateo County Economic Development Association). <br /> • Highly regarded by HCD staff In our previous housing element work, as well as our work on <br /> ABAG's Blueprint, we have established an excellent reputation with HCD staff. We have taught <br /> courses on Housing Element requirements and best practices with Cathy Creswell, Deputy <br /> Director of HCD, through the U.C. Davis Extension. We have also been involved with HCD <br /> staff in other presentations conducted on housing element requirements for local governments. <br /> • Highly regarded expertise in community involvement processes. Jeffery Baird has taught <br /> community involvement techniques and methodology at Stanford University ("Community- <br /> Based Planning ") and through the Neighborhood Reinvestment Corporation Training Institute <br /> (Philadelphia, Pennsylvania / San Antonio, Texas). He has an expert knowledge in all aspects of <br /> community involvement and methods to maintain a constructive community dialogue around <br /> challenging concerns in very demanding communities, ranging from process management, <br /> meeting management /facilitation graphics recording skills, community surveys, stakeholder <br /> assessments, public consensus processes, alternatives review, etc. <br /> • Expertise in environmental review for general plans. Baird + Driskell has authored EIRs <br /> on most of its general plans. Overall, we have prepared over 20 EIRs on various projects. This <br /> experience will be useful in making sure the planning effort responds to environmental review <br /> requirements and findings. <br /> • Extensive experience working with Geographic Information Systems (GIS) and computer <br /> graphic capabilities. Jeffery Baird has been a guest lecturer on GIS /Planning applications at the <br /> University of Natal in Durban, South Africa, and also served as project manager and lead planner <br /> for the country of Qatar's first long -range Physical Development Plan, a $4.5 million project <br /> to establish a GIS -based national planning system. We have extensive experience in print and <br /> presentation media, displays, reports, newsletters, and can assist in project packaging. <br /> We are committed to creative, quality work and appreciate all the work City staff has done in <br /> organizing this project.
