THE CITY OF 1 5 j�L£t1S,4NTON� CITY COUNCIL AGENDA REPORT September 7, 2010 Community Development TITLE: APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH BAIRD + DRISKELL COMMUNITY PLANNING FOR SERVICES IN ASSOCIATION WITH THE PREPARATION OF A HOUSING ELEMENT OF THE GENERAL PLAN; SELECTION OF A PROCESS FOR COORDINATING PUBLIC PARTICIPATION IN THE HOUSING ELEMENT UPDATE SUMMARY Staff is requesting approval of a professional services agreement with Baird + Driskell Community Planning consultants to provide planning services for preparation of a revised Housing Element of the General Plan. The schedule for completion of the Housing Element work included in the scope of work is consistent with the deadlines established in the Settlement Agreement recently approved by the City Council. The City Council is also being asked to select one of several options for coordinating public participation in the Housing Element update. Whichever option is chosen, the public will have a variety of opportunities — through public meetings, workshops, the City's website, and written materials — to be informed and provide feedback regarding Housing Element proposals. RECOMMENDATION 1. Authorize the City Manager to execute a Professional Services Agreement with Baird + Driskell Community Planning in the amount of $99,580 to complete a Housing Element for the General Plan. 2. Approve a $20,000 project contingency (approximately 20% of project cost) to address additional costs for work outside of the original scope of work and miscellaneous staff costs such as printing services. 3. Approve the formation of an eleven member ad hoc Housing Element Task Force comprised of two members each from the Housing and Planning Commissions, two members from the City Council and five members from the general public to carry out the role and responsibilities as set forth in this report. Commission and City Council representative will selected from their body's membership while the public members will be selected through the City's normal selection process. The Task Force will remain in place until City Council adoption of the Housing Element update. 4. Appropriate $119,580 from the City's Lower Income Housing Fund (271900) to cover project costs. FINANCIAL STATEMENT The cost of $119,580 (contract amount plus contingency) will be funded from the Lower Income Housing Fund. This project is not currently budgeted.
