THE CITY OF 1 5 <br /> j�L£t1S,4NTON� CITY COUNCIL AGENDA REPORT <br /> September 7, 2010 <br /> Community Development <br /> TITLE: APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH BAIRD <br /> + DRISKELL COMMUNITY PLANNING FOR SERVICES IN ASSOCIATION <br /> WITH THE PREPARATION OF A HOUSING ELEMENT OF THE GENERAL <br /> PLAN; SELECTION OF A PROCESS FOR COORDINATING PUBLIC <br /> PARTICIPATION IN THE HOUSING ELEMENT UPDATE <br /> SUMMARY <br /> Staff is requesting approval of a professional services agreement with Baird + Driskell <br /> Community Planning consultants to provide planning services for preparation of a revised <br /> Housing Element of the General Plan. The schedule for completion of the Housing <br /> Element work included in the scope of work is consistent with the deadlines established <br /> in the Settlement Agreement recently approved by the City Council. <br /> The City Council is also being asked to select one of several options for coordinating <br /> public participation in the Housing Element update. Whichever option is chosen, the <br /> public will have a variety of opportunities — through public meetings, workshops, the <br /> City's website, and written materials — to be informed and provide feedback regarding <br /> Housing Element proposals. <br /> RECOMMENDATION <br /> 1. Authorize the City Manager to execute a Professional Services Agreement with <br /> Baird + Driskell Community Planning in the amount of $99,580 to complete a <br /> Housing Element for the General Plan. <br /> 2. Approve a $20,000 project contingency (approximately 20% of project cost) to <br /> address additional costs for work outside of the original scope of work and <br /> miscellaneous staff costs such as printing services. <br /> 3. Approve the formation of an eleven member ad hoc Housing Element Task Force <br /> comprised of two members each from the Housing and Planning Commissions, <br /> two members from the City Council and five members from the general public to <br /> carry out the role and responsibilities as set forth in this report. Commission and <br /> City Council representative will selected from their body's membership while the <br /> public members will be selected through the City's normal selection process. The <br /> Task Force will remain in place until City Council adoption of the Housing Element <br /> update. <br /> 4. Appropriate $119,580 from the City's Lower Income Housing Fund (271900) to <br /> cover project costs. <br /> FINANCIAL STATEMENT <br /> The cost of $119,580 (contract amount plus contingency) will be funded from the Lower <br /> Income Housing Fund. This project is not currently budgeted. <br />
