The Majority of these roadways (Black Avenue, Del Valle Parkway, Division Street, <br /> Parkside Drive, Pleasanton Avenue, St. Mary Street, Vineyard Avenue and West Las <br /> Positas Boulevard) are residential in nature with numerous residential driveways. <br /> These are local roadways that provide access from larger volume roadways directly to <br /> residential land uses. These roadways have been misidentified as collector roads on <br /> the Federal map. These roadways meet the Caltrans designation of a residential district <br /> and need to be removed from the Federal map to continue to enforce speed at a 25 <br /> mph prima facie limit. <br /> The remaining roadways on the list (Main Street, Old Bernal Avenue, Peters Avenue <br /> and Spring Street) are also local roadways. These roadways have multiple driveways <br /> which provide direct access to both commercial and residential land uses within the <br /> downtown. While these roads are connected to higher volume roadways, their function <br /> is to provide direct access to local land use. These roadways have been misidentified <br /> on the Federal Map as collector roadways and the map needs to be corrected to <br /> continue to enforce speed at a 25 mph prima facie limit. <br /> Caltrans and the Federal Highway Administration require a resolution by the City <br /> Council to make changes to the Federal Roadway Classification Map.
