tree destroyed or substantially damaged, <br /> as determined by the Director, which was <br /> required to be preserved pursuant to <br /> this section. The applicant shall <br /> remain liable for a period of one year <br /> following completion of construction of <br /> the development. <br /> <br /> (c) Prior to the issuance of any permit <br /> allowing construction to begin, the <br /> applicant shall post cash, bond, or <br /> other security satisfactory to the <br /> Director, in the penal sum of $5,000 for <br /> each tree required to be preserved, or <br /> $25,000, whichever is less.
