Given the timing of the review and the necessary steps required to implement the <br /> necessary changes, staff did not have sufficient time to conduct a "Request for <br /> Proposal" (RFP) process for workers' compensation third -party administrative services. <br /> The City's current workers' compensation program runs smoothly. Innovative Claims <br /> Solutions, Inc. provides timely communication with the City's injured workers. ICS also <br /> provides comprehensive information to City staff — the employee's work status, plan for <br /> care, return -to -work strategies and effective case management. Cases are resolved in <br /> a timely manner. ICS calculates permanent disabilities ratings and assists staff with <br /> factual information needed to counsel employees on the disability retirement process. <br /> Additional services include legislative updates presented both in writing and workshops. <br /> ICS representatives meet with City representatives a minimum of twice a year to <br /> provide program reviews on topics that include claims and litigation activity, status of <br /> settlements, various reports related to time away from the work place, funds paid to <br /> medical providers, and temporary disability payments to employees, both safety and <br /> non - safety. <br /> In accordance with the City Purchasing Procedures Manual, staff requested that the <br /> City Manager execute a one -year contract amendment with ICS to continue to provide <br /> services until June 30, 2011. This ensured no break in service coverage for the critical <br /> workers' compensation program. Staff intends to conduct an RFP process prior to the <br /> expiration of the one -year contract amendment. <br /> The fee for the one -year amendment is $144,876, which represents a three percent <br /> increase for 2010 -2011, compared to the 5% increases in the past two years.
