City's ability to grow in the fashion that it shepherds and to come into compliance with State law.
She said people were not talking of transit - oriented development or preferred development
areas fifteen years ago and this has provided an opportunity for education and creative planning
for the future of this town. She thanked Councilmembers not involved in negotiations for their
trust, respect, and understanding in a difficult situation. She reiterated thanks to community
developers and extended her gratitude to Mr. Brown, Mr. Lowell, Mr. Fialho, Mr. Bocian, Mr.
Dolan, and anyone who had any role in this process. She believed the agreement to represent
the very best global settlement possible on all terms and moved to approve the staff
recommendation.
Councilmember McGovern said staff and the negotiating team spent an inordinate amount of
time on the entire issue, particularly identifying what the city stood for, what the goals were, and
what would mean most to Pleasanton residents. Many community members have asked her
what the Council will do to protect the things that resident's value moving forward. She said the
first City to institute growth management practices that stood up in court was Petaluma. She
said they are still standing today and are the types of things that should be evaluated here.
MOTION: It was m/s by Hosterman /McGovern to approve the staff recommendation.
