CONNECTIONS TO SEWERAGE SYSTEM <br />Sections: <br />15.16.010 <br />15.16.020 <br />Chapter 15.16 <br />Sewer connection mandatory. <br />Private disposal of sewage. <br />15.16.010 Sewer connection mandatory. <br />All premises generating sewage shall be connected <br />to the sewerage system except as provided pursuant to <br />Section 15.16.020. The maintenance and use of any <br />means of sewage disposal except as provided in this <br />chapter shall be unlawful and is deemed to constitute a <br />public nuisance. (Ord. 1082 § 2 (part), 1983: prior code <br />§ 2- 15.10.02) <br />15.16.020 Private disposal of sewage.* <br />A. It is unlawful to construct any privy, privy <br />vault, septic tank, cesspool, holding tank or other facility <br />intended or used for the disposal of sewage in any man- <br />ner other than through the sewerage system unless ap- <br />proval has been granted by the city council in accor- <br />dance with the provisions of this section. <br />I. Applications for private disposal of sewage <br />shall be made to the director who shall forward the re- <br />quest, together with the director's recommendation, to <br />the city council for approval, conditional approval or <br />disapproval. <br />2. No private system for sewage disposal shall <br />be approved unless the system meets the minimum re- <br />quirements of the county health department and any <br />applicable provisions of city council policies which may <br />have been adopted, from time to time, regulating such <br />private system of sewage disposal. <br />13. All buildings inhabited by human beings <br />which are not more than 250 feet from the sewerage <br />system or an extension thereof, and for which there is a <br />grade sufficient to allow gravity flow, shall be connected <br />to the sewerage system. <br />C. All privies, privy vaults, septic tanks, cess- <br />pools, holding tanks, or other facilities used for the pri- <br />vate disposal of sewage preexisting at the time of adop- <br />tion of this title shall be permitted to continue, subject to <br />the abatement provisions in subsection 13 of this section, <br />and subject to their continued operation in a safe and <br />healthy manner. Any preexisting private disposal facility <br />which fails, and /or becomes a nuisance in fact, shall he <br />immediately repaired, replaced or abandoned, and the <br />city shall have the authority and all enforcement powers <br />provided in Chapter 15.12 of this title to require repair <br />or replacement of the same or connection to the sewer- <br />403 <br />15.16.010 <br />age system.
