David Nagler, Human Services Commissioner, echoed what has been said and noted the work
has provided a great advantage to allocate dollars in the best way. He agreed that the process
has attempted to address spending dollars in the most cost effective and the most beneficial
way.
Mayor Hosterman closed the public hearing.
Councilmember McGovern said she was appreciative that the dollars did not get reduced and
questioned whether the amount of money could be maintained for next year. Mr. Fialho said the
recommendation the Council adopted was that the General Fund contribution would not
decrease year to year, but would increase as General Fund revenues increased proportionally.
Councilmember McGovern questioned whether the City would reduce funding if CDBG or
HOME reduced their funding for the coming year. Mr. Fialho stated they are fixed for the next
fiscal year.
Councilmember McGovern suggested the needs assessment also look at forming partnerships
with non - profits in the community that might want to take on portions of the need they would be
interested in. She thinks sometimes the large non - profits like Rotary may not know of some of
the needs in the community, and this could bring added funding.
Councilmember Sullivan thanked and encouraged the Commission to continue their discussions
and ideas, and asked to inform the Council of their progress from time to time.
MOTION: It was m/s by Cook - Kallio /Sullivan to approve the Allocation of Housing and Human
Services Grant (HHSG) and Community Grant Program Funds for Fiscal Year 2010 (2010 -11).
Motion passed by the following vote:
Ayes: Councilmembers Cook- Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman
Noes: None
Absent: None
MATTERS INITIATED BY COUNCIL - None
COUNCIL REPORTS
Vice Mayor Thorne reported on his attendance at a meeting of the National Committee on
Economic Development through the National League of Cities held in Riverside.
ADJOURNMENT
There being no further business, the meeting was adjourned at 9:25 p.m., with a tribute to our
nation's men and women serving in the military. We wish to honor the memories of those who
have died in past wars in defense of our country including those who have died in the current
conflicts in Iraq and Afghanistan.
Respectfully submitted,
Kare Diaz
City Clerk
City Council Minutes Page 10 of 10 May 18, 2010
