THE CITY OF 17 <br /> CITY COUNCIL AGENDA REPORT <br /> PL£ASANTON. <br /> July 20, 2010 <br /> Operation Services <br /> TITLE: APPROVE RECOMMENDATION FROM COMMITTEE ON ENERGY <br /> AND THE ENVIRONMENT TO SUPPORT STATE LEGISLATION TO <br /> BAN SINGLE USE PLASTIC BAGS AND FOAM FOOD CONTAINERS <br /> AND CONSIDER ADDITIONAL OPTIONS <br /> SUMMARY <br /> The Committee on Energy and the Environment considered the environmental effects of <br /> single -use plastic bags and foam food containers, and received information about State <br /> regulation, bans adopted in other jurisdictions, and options available for Pleasanton. <br /> COMMITTEE ON ENERGY ENVIRONMENT RECOMMENDATION <br /> (a) Approve transmitting a letter of City support for State legislation to ban single use <br /> plastic bags (AB 1998 Brownley) and single use foam food take -out containers (AB <br /> 2138 Chesbro); <br /> (b) Direct staff if such State legislation is not adopted, to consider for inclusion in the <br /> Climate Action Plan's solid waste assessment the environmental effects of such <br /> bans; and <br /> (c) Include such bans among the options for Council consideration during its next <br /> priority- setting meeting. <br /> RECOMMENDATION <br /> 1. Send a letter of City support for State legislation to ban single use plastic bags (AB <br /> 1998 Brownley) and single use foam food take -out containers (AB 2139 Chesbro); <br /> and <br /> 2. Direct staff to track these bills and pending litigation about bans on single use <br /> plastic bags. If such bans are not adopted by the State, include such bans for <br /> consideration during the next Council priority setting. <br /> FINANCIAL STATEMENT <br /> There is no financial impact to have the City send letters in support of current State <br /> legislation, or to track pending legislation and the California Supreme Court case. <br /> There are unknown additional costs (and delays) if such bans are considered with the <br /> Climate Action Plan (CAP). If bans are included as items for consideration at the next <br /> Council priority- setting meeting, costs for an environmental analysis, staff resources, <br /> community outreach, etc. could then be estimated. <br />
