BACKGROUND <br /> The City of Dublin completed a Project Report and Environmental Documents for <br /> improvements to the I- 580 /Foothill Road San Ramon Road interchange in 2002. The <br /> improvements were designed to provide increased capacity and improve operations and <br /> safety. Required documentation for a Categorical Exemption for CEQA compliance and <br /> Categorical Exclusion for NEPA clearance were completed at that time. The City of <br /> Dublin began work on the north side interchange improvements in 2003. At that time the <br /> City of Pleasanton deferred the construction of improvements on the south side of the <br /> interchange. <br /> Earlier this year the City worked with Fehr and Peers Associates to perform an updated <br /> traffic study of the area. The study completed travel demand forecasts and Level -of- <br /> Service (LOS) analysis at surrounding intersections. The study included analysis of the <br /> original improvements identified in the 2002 Project Report as well as newer designs <br /> that account for the bicycle and pedestrian travel in the area. Staff has identified a <br /> preferred preliminary design and alignment that is similar to the original design but <br /> includes design elements that significantly improve vehicle, bicycle and pedestrian <br /> circulation throughout the project limits. As a result of this analysis, staff recommends <br /> initiation of the project design and construction. <br /> DISCUSSION <br /> The southern half of the I- 580 /Foothill Road interchange has a short weaving section <br /> between the existing loop ramps, limiting interchange capacity. Improvements identified <br /> in the updated traffic study will improve intersection operations by creating a design that <br /> is more suitable for the large volume turning movements present at this location. <br /> Currently, traffic entering Pleasanton from i1 _F R caw so Dom c airn R <br /> eastbound 1 -580 merges with southbound <br /> Foothill Road traffic just 350 feet north of o r rwoa>tsF.od�ew <br /> the Foothill Road/ Canyon Way/ Dublin <br /> Canyon Road intersection. This <br /> intersection provides direct access to the <br /> Stoneridge Mall Shopping Center, Safeway <br /> Corporate Headquarters, the future West <br /> Dublin BART station and a myriad of other <br /> I <br /> land uses. Vehicles from 1 -580 eastbound <br /> must weave across three lanes of traffic to `v <br /> access the left turn lanes leading to these <br /> locations (see aerial photo to the right). <br /> This movement is a contributing factor to <br /> the high collision rate at this intersection. <br /> In addition to vehicular traffic, the Foothill Road corridor attracts large numbers of <br /> bicyclists and pedestrians traveling to destinations surrounding the mall as well as other <br /> business and recreational attractions in the surrounding areas. The City has received <br /> frequent resident requests for improved bicycle and pedestrian circulation in the area. <br /> Page 2 of 3 <br />
