BACKGROUND <br /> The Sidewalk and Access Ramp Installation project is an annual City program. The <br /> City's ADA (Americans with Disabilities Act) Compliance Committee identifies and <br /> recommends locations for improvements that do not meet current ADA standards for <br /> existing crosswalk areas. The City of Pleasanton's Engineering Division considers <br /> safety improvement urgency, proximity to other locations requiring work, scheduling of <br /> other street projects, and available budget when selecting locations to be improved <br /> each year. Under the City's purchasing regulations, this contract requires either <br /> approval or ratification by the City Council. <br /> This year's project consists of: construction of eight raised islands with passageways <br /> along Hopyard Road and 13 intersection ramps; installation of yellow detectable <br /> warning surfaces onto existing ramps at various locations; and replacement of damaged <br /> sidewalk, curb and gutter at various locations. <br /> DISCUSSION <br /> Bids <br /> An Engineer's Estimate for the project was calculated at $164,000. Sealed bids were <br /> opened on May 25, 2010. There were five (5) bids received, ranging from $133,172.50, <br /> from Rosas Brothers Construction of Oakland California, to $189,650.00 (see <br /> Attachment 2). The low bid is approximately 19% less than the Engineer's Estimate. All <br /> bid documents were found to be in order and past work performed by Rosas Brothers <br /> Construction was verified to be satisfactory. Therefore, staff is recommending award of <br /> the construction contract to the lowest responsible bidder. <br /> Budget <br /> The project is funded in the City Capital Improvement Program through the Annual <br /> Sidewalk and Access Ramp Installation project. Staff is recommending a 20% project <br /> contingency ($26,700) due to the potential for unanticipated field changes and <br /> modification during construction. The project also requires pedestrian push button <br /> installation and traffic signal box cover adjustment. The City's Traffic Engineering <br /> Division will be using their on -call contractor, Econolite, to perform this work. The staff <br /> received a quote of $37,000 from Econolite.
