efforts and resources. The audit included: the Cultural Arts Plan, General Plan, Human
Services Needs Assessment, Youth Master Plan, School performance reports and
Alameda County health reports. Using the information collected from the public
outreach process, the YMPIC developed, reviewed and approved the Vision, Values
and Goals for the Updated Pleasanton Youth Master Plan. On March 8, 2010, the
YMPIC completed Phase II of the project and approved staff's recommendation to work
with MIG to transition to Phase III and develop the Draft Pleasanton Youth Master Plan.
Phase III: Draft Pleasanton Youth Master Plan Document
The YMPIC approved the Draft Youth Master Plan at its May 10, 2010 meeting.
Members provided input to ensure revisions were made before the community review
period. The Draft Pleasanton Youth Master Plan was made available online on the
City's website and enabled members of the public to submit questions or comments by
email or by phone. No comments were received during the community review period.
The Draft Youth Master Plan was subsequently presented to the City School Liaison
Committee (May 11, 2010), City Council (June 15, 2010) and Board of Trustees (June
22, 2010). Since the City Council and Board of Trustee presentations, no further
revisions were made to the document.
Youth Master Plan Challenges, Goals and Strategies
The Master Plan is comprised of five chapters (36 pages) and several appendices
providing detailed information and findings compiled through research and community
input (surveys, workshop and focus groups). These chapters are the heart of the
document and provide an overview of current conditions, goals and strategies,
implementation and progress indicators for the Youth Master Plan.
In completing the phases outlined above, MIG and Youth Master Plan Implementation
Committee members discovered a series of challenges and opportunities for
Pleasanton youth. This information was used to affirm the existing vision statement,
develop goals, strategies and partnership opportunities (Pleasanton Youth Master Plan,
Appendix H). The Master Plan process informed the YMPIC that Pleasanton has a
strong sense of community, high quality of life and high achieving, civic minded citizens.
Residents value the many community assets available. Despite the many amenities in
the community, youth and adults shared that they face challenges that include over
programmed youth, healthy youth, access to places /spaces and information.
In summary, the Pleasanton Youth Master Plan is comprised of six goals. The goals,
which can be implemented over time and with the help of multiple partnerships, are
broad and aim to address the challenges identified by community members. Paired
with 49 detailed strategies, the Master Plan is a guiding document for the City Council
and School Board of Trustees. City and School District staff will partner with the YMPIC
and the Youth Commission to develop an implementation work plan that supports the
following Master Plan Goals:
