She believes the opportunity is too nice to pass up. As a parent of the school system, <br /> she used to go to Irby's for dry ice every Halloween. <br /> Vice Mayor Thorne supported approval and suggested maintaining the farmhouse as a nice <br /> addition to the trail system. <br /> MOTION: It was m/s by McGovern/Thorne to approve the principles of agreement regarding <br /> Nevada Street utilities /road extension and process for City consideration of related zoning, PUD <br /> and development agreement for the Irby, Zia, and Kaplan properties. Motion passed by the <br /> following vote: <br /> Ayes: Councilmembers Cook Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br /> Noes: None <br /> Absent: None <br /> 16. Approve the Allocation of Housing and Human Services Grant (HHSG) and Community <br /> Grant Program Funds for Fiscal Year 2010 (2010 -11) <br /> Assistant City Manager Steven Bocian stated a few years ago, the Council formed a committee <br /> of Councilmember Cook Kallio and Councilmember Sullivan who worked through a process of <br /> reorganizing how the City's various grant programs are processed. He said this is the first year <br /> the program was implemented fully and introduced Scott Erickson and Kathleen Yurchak who <br /> coordinated the process and would provide a presentation. He noted the recommendations are <br /> outlined in the Council report and a comprehensive plan is proposed for allocation of funds. <br /> Scott Erickson, Housing Specialist, stated in 2008 the Council established a working group <br /> comprised of Councilmembers Sullivan and Cook Kallio, several Commissioners, and staff <br /> members to look at options to streamline and revise granting processes so that the Council <br /> could have a more global view of the scope and level of funding the City has been providing to <br /> agencies over the years. He gave a PowerPoint presentation which highlights total funding <br /> provided from 1994 to 2009, stating that the largest are CDBG and HOME grants which two <br /> federal grants received through HUD for services and housing. The second largest is the Low <br /> Income Housing Fund which comes from payment of developer fees and is used specifically for <br /> supplementing housing programs. The next is the City Grant Program, a general fund funded <br /> program for human services, civic arts and youth. The last program is Fund Grants, which are <br /> separate contracts allocated to agencies like Child Care Links and Senior Support. <br /> In June 2009 the Council reviewed the recommendation and approved it with the following <br /> points: 1) established a coordinated streamlined grant process with the Housing and Human <br /> Services and the Community Grants; 2) the other points approved included an annual <br /> adjustment to the total funding for the former City Grant program that would acknowledge any <br /> increases in the General Fund, 3) to adopt a roll -over provision for City funding so that any <br /> funding not used one year could be rolled over to the next year, and 4) an update to the Human <br /> Services Needs Assessment that was done in 2003. <br /> City Council Minutes Page 8 of 10 May 18, 2010 <br />
