h. The electrical plans for these homes shall provide telecommunications infrastructure <br /> consistent with state -of- the -art methods, e.g., cabling for DSL, broadband, or <br /> wireless service, wiring for total room access, etc., in effect at the time that building <br /> permit(s) are issued. The plan shall be part of the building permit plan set. <br /> i. Delete references to the architectural peer design review. <br /> These conditions shall appear in the design guidelines and shall have the full force and <br /> effect of the PUD development plan and shall be implemented by the individual lot owner <br /> and their designees as conditions to the subject property. <br /> 37. The applicant shall provide designs for access gates and fencing for review and <br /> approval by the Director of Community Development. <br /> 38. The landscape design guidelines shall be amended to include the following: <br /> a. The applicant shall provide root control barriers and four inch perforated pipes for <br /> trees in planting areas less than ten -feet in width, as determined necessary by the <br /> Planning Division at the time of review of the final landscape plans. <br /> b. Within 1 year of occupancy, all new landscaping shall be installed. <br /> c. No property line fencing of any type is allowed. Six -foot tall open fencing only may <br /> be installed on the perimeter of the building envelope areas, including split -rail style <br /> or wrought -iron style fencing. Limited solid fencing is allowed as privacy fencing <br /> only for private courtyards or spas. <br /> d. The project shall comply with the State of California's Model Water Efficient <br /> Landscape Ordinance. A licensed landscape architect shall verify the project's <br /> compliance with the ordinance prior to the issuance of a building permit and prior to <br /> final inspection. The verification shall be provided to the Planning Division. <br /> e. Delete references to vineyards. <br /> These conditions shall appear in the design guidelines and shall have the full force and <br /> effect of the PUD development plan and shall be implemented by the individual lot owner <br /> and their designees as conditions to the subject property. <br /> 39. The design review and approval of the four Yee Development homes shall be subject to <br /> Planning Commission review and approval and shall minimally include a site plan, <br /> grading plan, building floor plans and elevation drawings, slope classification map, tree <br /> survey, preliminary landscape plan, building material and color samples, and computer <br /> generated and professionally rendered view analyses showing the before /after views of <br /> the site. The number and locations of the views shall be determined by the Planning <br /> Division based on the site's location, surroundings, and terrain and shall minimally <br /> include views of the site from the southeast, easterly, southwesterly directions. At the <br /> discretion of the Planning Division, a full -size wire -frame model of the structure, installed <br /> on the site under the supervision of civil engineer or land surveyor, may be required. <br /> The design review application shall include an analysis of the height of the proposed <br /> building relative to the West Foothill Corridor Overlay District, and the height of each <br /> home which shall be subject to final Planning Commission review. <br /> 12 <br />
