124 -acre site of undeveloped land within the 293 -acre Stoneridge Drive Specific Plan <br /> area. The proposed project seeks to modify the land use plan for the Staples Ranch <br /> site to allow for an auto mall, a senior continuing care community, a commercial center, <br /> a community park and a neighborhood park/stormwater detention facility. The proposed <br /> project in the Final EIR is identical to the proposed project in the SEIR. <br /> The proposed project would eliminate the quarry truck tunnels called for in the 1989 <br /> Specific Plan and modify the Specific Plan to reflect the improvements described in the <br /> September 2007 Pre Development and Cooperation Agreement between Livermore, <br /> Pleasanton, Alameda County, the ACSPA, and Vulcan Materials. <br /> Under the proposed project, four lanes of Stoneridge Drive would not be extended <br /> through Staples Ranch to El Charro Road until some point in the future. Over the short <br /> term, a single two -lane bridge would extend over the Arroyo Mocho, and two lanes of <br /> Stoneridge Drive would provide access to the westerly portion of Staples Ranch. The <br /> eastern portion of the property would be accessed via a four -lane road connecting to El <br /> Charro Road, and no through- traffic would be permitted between the two portions of the <br /> property, other than emergency vehicles and possibly buses. <br /> The proposed project also includes annexing approximately 165 acres to Pleasanton, <br /> consisting of the unincorporated portion of Staples Ranch and adjacent road and flood <br /> control right of way, and receiving additional entitlements including, but not limited to, <br /> planned unit development (PUD) prezoning and PUD development plans for each of the <br /> project developments, a tentative map and final subdivision map(s), public improvement <br /> plans, and a development agreement between the ACSPA and the City of Pleasanton. <br /> Because many of the original Specific Plan infrastructure requirements have either been <br /> constructed or will be funded by other sources, the proposed project would also modify <br /> the list of infrastructure improvements and funding sources. The proposed project will <br /> require the Project Sponsor to be responsible for the following public improvements, <br /> including, but not limited to: <br /> dedication of right of way and improvements in the form of a four -lane <br /> extension of Stoneridge Drive from its current terminus east of Trevor <br /> Parkway to El Charro Road, including turn lanes and two, two -lane bridges <br /> over the Arroyo Mocho; <br /> dedication of 17 acres to the City for a community park; and <br /> El Charro Road improvements between 1 -580 and the Stoneridge <br /> Drive /Jack London Boulevard intersection to accommodate the design <br /> contemplated in the 2007 Pre Development Cooperation and Cost <br /> Sharing Agreements. <br /> 3 <br /> Findings and Statement of Overriding Considerations <br />
