Improve El Charro at 1 -580 EB Off #51), per MM TR -6C. <br /> [This project is not included in the Phase 1 Interchange <br /> Improvements to be constructed by the City of Dublin. This <br /> improvement has been identified in the City of Livermore's El <br /> Charro Specific Plan EIR. As provided in the Cost Sharing <br /> Agreement dated September 4, 2007 between the Cities of <br /> Pleasanton and Livermore and the Surplus Property Authority of <br /> Alameda County, if the City of Livermore has not constructed the <br /> modification to the Caltrans 1- 580 /Fallon Road Interchange <br /> Modification (Project #04- 257604) that is identified in this EIR, the <br /> City of Pleasanton will be responsible to construct the modification. <br /> With the construction of these improvements, this impact will be <br /> mitigated.] <br /> 8. Increased traffic and unacceptable levels of service at intersections not within <br /> Pleasanton. <br /> Finding. The City finds that mitigation measures identified for three <br /> intersections, Dougherty Road at Dublin Boulevard #D1), Fallon <br /> Road at Dublin Boulevard #56) and Tassajara Road at Central <br /> Parkway #60), are feasible but the City of Dublin has stated that <br /> the mitigation for the intersection at Dougherty Road and Dublin <br /> Boulevard is not feasible. The mitigation measures for Fallon Road <br /> and Dublin Boulevard and Tassajara Road and Central Parkway <br /> have been incorporated into the MMRP. Because of the <br /> infeasibility of certain mitigation measures and /or unless the <br /> intersection improvements are implemented by the governing <br /> jurisdiction where the intersections are located, the impact would <br /> remain significant and unavoidable. A statement of overriding <br /> considerations for this impact is made in the following section. The <br /> feasible mitigation measures are: <br /> Improve Fallon Road at Dublin Boulevard #56), per MM TR <br /> 8C. <br /> Improve Tassajara Road at Central Parkway #60), per MM <br /> TR -9C. <br /> Seek an Interagency Cooperative Agreement to fund and <br /> complete traffic mitigation measures in other jurisdictions, per <br /> MM TR -11 C. <br /> DEIR, p. 4 -18 and FEIR, p. 3 -69 <br /> 9.
